By 2020, a "cross-shaped double-axis" urban system will be built with the north-south development axis of Hada Town as the main axis and the east-west development axis of Jiutai-Nong 'an Town as the secondary axis, and a super-large central city-Changchun City (including Shuangyang District), four medium-sized cities such as Yushu, Nong 'an, Dehui and Jiutai City, and Helong, Misha and Wushu 10 will be built. The city's overall population control target is about 9 million people, and the urbanization rate is about 65%. Changchun has a built-up area of 450 square kilometers and a population of 5 million.
From July 25th to 26th, 2005, the Seventh Plenary Session of the 10th Changchun Municipal Committee was held. The meeting proposed that we should actively broaden the development space of the central city, strive to bring six towns, namely, Helong, Misha, Wanbao, Kalun Lake, Longjiabao and Donghu, into the city, open up the urban framework and optimize the spatial layout of the whole city. It is necessary to actively promote the transformation of the urban area from a single center to a multi-center structure, and accelerate the development of key towns such as Yushu, Nong 'an, Dehui, Jiutai and Longjiabao. Strive to build a new urban pattern that integrates urban and rural areas, coordinates the development of large, medium and small cities, and organically combines central cities and sub-central cities.
From the development plan of Changchun and the resolutions of the 10th Session of the Seventh National People's Congress, we can clearly see the prospect of Changchun's urban development, and there is still a lot of work to be done to make this plan concrete. The author believes that the establishment of the future urban development principle of Changchun is a crucial issue. Only by further clarifying the overall principle can we design a reasonable and specific plan.
First, the principles that Changchun should follow in its future urban development.
The development and status determination of a city fundamentally depends on its own strength and future development potential. The competition between cities is essentially the competition of comprehensive strength, and the comprehensive strength of a city is often proportional to the size of the city. From this point of view, it is necessary to appropriately expand the overall scale of the city in a certain period of time. However, from the development process of some famous cities at home and abroad, it can be seen that the expansion of city scale is always limited and restricted by various conditions and factors. It is not the best choice to blindly pursue the infinite expansion of city scale. Because the excessive expansion of urban scale will inevitably bring some negative effects, such as traffic congestion, excessive energy consumption, environmental pollution, rising civil disputes, and may also bring about a sharp increase in the amount of funds needed for urban construction, making the already short municipal construction funds even more tense. For Changchun city, we should not take the road of urban development that is greedy and quick, but should combine the actual situation of the city and embark on a road of urban development with its own characteristics. We believe that the orientation of Changchun's future urban development should follow the following three principles.
First, overall consideration and moderate development. As far as the current situation in Changchun is concerned, there are already six administrative districts in the urban area, among which some administrative districts such as Shuangyang District, Lvyuan District and Kuancheng District have great development potential, which means there is still a lot of room for development within them. For example, the pharmaceutical industry, food industry and eco-tourism featuring deer industry in Shuangyang District still have potential to be tapped, and the process of building a deer product distribution center in China and creating a series of new brands is still developing. There is still a considerable area to be developed in the west of Green Park. The Tiebei District of Kuancheng District can further tap the transformation potential. In addition to focusing on the development of wholesale centers for vegetables, fruits and fish, we should also carry out modern road traffic construction, build fast traffic lanes, transform the old city and develop high-standard and high-standard residential areas. With the finalization of Changchun municipal government's plan to move south, the construction of sub-city center in southern Changchun has started, and the construction of key cities needs a lot of capital investment and work. In this case, it is not appropriate to blindly expand the scale and construction scope of the city in the next three to five years. It is necessary to proceed from the overall situation, make overall plans, maintain pressure, and develop moderately to ensure the smooth progress of key construction and achieve the expected development goals.
Second, the combination of urban center and periphery, coordinated development of urban and rural areas, and mutual promotion. The development of urban central area can not be separated from the coordination of marginal areas. The development of "double-hearted" structure in Changchun should be combined with the renovation of old districts and shanty towns in the surrounding areas, forming a good atmosphere in which the center drives the edge and the edge promotes the development of the center, so that the overall quality of urban construction has made a big leap. Only by clearly defining the connotation of urban and rural areas, can we take active and effective measures to promote the synchronous development of urban and rural areas, and at the same time, we can avoid the phenomenon of blind urban expansion and free occupation of cultivated land in suburbs, and earnestly implement the basic national policy of protecting cultivated land, thus alleviating the contradiction between urban and rural areas, making suburbs truly a "vegetable basket" of cities, better serving the development of urban economy and forming a "virtuous circle" of harmonious development between cities and suburbs.
Third, always pay attention to improving urban efficiency. The development of a city cannot be separated from investment, and investment must consider benefits. On the premise that the investment scale is basically determined, the speed of urban development mainly depends on the efficiency of investment. Today, when sustainable development is advocated, the scientific concept of urban development should be intensive development. Although Changchun is a provincial capital city, its development speed is slower than that of some provincial capital cities in the south, and its economic strength is not particularly strong. At the same time, many old state-owned enterprises carrying out reforms are in Changchun, which also increases the financial burden of Changchun. What we need to do is, on the one hand, vigorously introduce funds to solve the shortage of funds; On the other hand, we should give full play to the role of the city itself and raise funds from within. Therefore, the future development of Changchun should focus on investment benefits, "promoting development with benefits and bringing benefits with development", and realize the development and revitalization of Changchun in the dialectical unity relationship between benefits and development.
Second, the future development of Changchun City
From the development course of Changchun in 2005, it can be seen that the development of Changchun is mainly influenced by the development and changes of international and domestic situations, showing obvious stages and leaps. At present, Changchun should seize the development opportunity, adopt the unbalanced development strategy, concentrate its main strength and focus on developing the southern new city, so as to make the new city become the political center, commercial center and R&D center of Changchun. At the same time, actively transform Tiebei area, make Tiebei area a new commercial wholesale center in Changchun, and promote the development of industry, public utilities and cultural and educational undertakings with the development of commerce and trade. Through the rapid development of the north and south wings, the development of the east and the west will be promoted, and finally a relatively balanced development will be realized. Generally speaking, the development ideas should include the following aspects:
First, speed up the construction of Changchun New Town, focusing on the southeast.
The southward migration of Changchun municipal government has brought unprecedented development opportunities to the development of southern Changchun, and also made the construction of Changchun New Town formally enter the fast lane. The construction of the new city will organically combine Changchun High-tech Industrial Development Zone with Changchun Economic and Technological Development Zone and Automobile Trade City, and give full play to the advantages of mutual cooperation and economies of scale. We can make full use of the regional advantages of Jilin University, strengthen the cooperation between universities and enterprises, make science and technology better serve the economy, and at the same time expand the development space of the urban area invisibly, so as to make the internal economy of Changchun develop in a balanced way, thus greatly increasing the total economic output of Changchun in a short time and realizing leap-forward development.
Second, speed up the cultivation of Changchun Satellite City and form Changji Economic Zone as soon as possible.
We should strengthen the construction of Changji economic towns, improve the level of economic development and form their own characteristic economies. Taking Changchun as the leader and core, combining Jilin City to form Changji Economic Zone, strengthening cooperation between the two cities and realizing complementary advantages can * * * improve the economic development level and people's living standards of the two cities. We can consider vigorously developing the economy of small towns in the periphery of Changchun, transferring some industrial departments in Changchun and adjusting the industrial layout, so that traditional industries, especially those with serious pollution, will be transferred from the central city to the periphery, and high-tech industries will gather in the central city to give play to the advantages of economies of scale. This not only solves the problem of rapid economic development in Changchun, but also avoids the negative impact of the large scale of the main city.
Third, tap the internal potential of the city and give full play to the functions of the existing urban areas. For urban areas with great development potential such as Shuangyang District, Lvyuan District and Erdao District, the expansion of their jurisdiction should be appropriately restricted in the near future, with the focus on tapping their internal potential. Strengthen the construction of infrastructure such as water, electricity, gas and road traffic in the area, further improve the functions of the urban area, promote the rational distribution of enterprises in the area and promote economic development. On this basis, the scale will be steadily expanded. When adopting the unbalanced development strategy, we should tilt to such areas appropriately according to the situation, give them more preferential conditions, promote their faster development, narrow the gap with the development level of Chaoyang District, and finally achieve relative balance from imbalance. Judging from the practice of urban construction in the last two years, there has been a good trend. For example, Kuancheng District Government decided to move the district government to the east of Renmin North Street, the west of Yatai North Street, the south of Shangtaizi and the north of Changxin Street at the end of 2005. The relocation of the district government to the north will certainly promote the economic development of the northern part of Changchun and make it look brand-new.
