Article 2 These Regulations shall apply to the promotion of civilized behavior within the administrative area of this Municipality. Article 3 The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, embodies socialist core values, conforms to the requirements of socialist morality, public order and good customs, leads social customs and promotes social civilization and progress. Article 4 The promotion of civilized behavior shall adhere to the principle of government leading and social coordination, give play to the role of citizens as the main body, and form a long-term mechanism of * * * building, * * * governing and * * * enjoying civilized construction. Article 5 The people's governments of cities and counties (cities, districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan and the annual plan as an important part of the assessment of the target responsibility system, and the required funds shall be included in the fiscal budget at the same level.

Article 7 State organs, social organizations, enterprises and institutions, grass-roots mass autonomous organizations, other organizations and individuals should actively participate in the promotion of civilized behavior in light of their own reality.
State functionaries and public figures should play an exemplary role in promoting civilized behavior. Chapter II Advocating and Standardizing Behaviors Article 8 Citizens should practice the socialist core values, carry forward the traditional virtues of the Chinese nation, strengthen social morality, professional ethics, family virtues and personal moral cultivation, and abide by laws, regulations, public order and good customs. Article 9 advocate the following civilized behaviors:
(1) advocate respecting morality and doing good, learn from heroes, moral models and industry models, inherit Chinese excellent traditional culture and carry forward the spirit of the times;
(2) Advocating changing customs, breaking old rules and customs, establishing a new civilized style, and managing weddings, funerals and celebrations in a civilized and thrifty manner;
(3) Advocating family civilization, paying attention to family style and educating family, and establishing a good fashion of filial piety, loving parents, harmony between husband and wife, and managing the family diligently;
(4) Advocating neighborhood harmony and helping each other;
(5) Advocating charity and encouraging charitable activities such as helping the poor, helping the needy, supporting the elderly, saving orphans, helping the disabled, providing disaster relief, providing education and medical assistance;

(9) advocate garbage classification and consciously develop the habit of classified delivery;
(11) advocate other behaviors that are beneficial to social civilization and progress. Article 11 citizens should abide by the etiquette and management norms of public places and consciously abide by the following provisions:
(1) observe the etiquette of public places, dress neatly and appropriately in public places, and behave in a civilized manner;
(2) Abide by the public order, wait for public services, use public facilities, take public transportation and participate in public activities, and be polite to each other and queue up in turn;
(3) Observe the order of venues, obey the on-site management, and watch movies, sports competitions, cultural performances, etc. in a civilized manner;
(4) Civilized tourism, respecting local customs, cultural traditions and religious beliefs, and caring for cultural relics and historical sites and public facilities;
(5) seek medical treatment in a civilized way, respect medical personnel and maintain normal medical order;
(6) Civilized use of the Internet, honest and friendly exchanges, and dissemination of health information;
(7) students at school should abide by the student code and the daily code of conduct, live in harmony and respect teachers. Article 11. Citizens should abide by the public environmental management norms and consciously abide by the following provisions:
(1) Take care of public facilities, flowers and trees, and make reasonable use of facilities and equipment such as culture and sports, road traffic, safety protection and municipal sanitation;
(2) The written language used in advertisements such as shop signs (plaques), light boxes, banners and electronic screen slogans is standardized and accurate;
(3) Go to the toilet in a civilized way, maintain the hygiene of public toilets, and take good care of public toilet facilities. Article 12 citizens should travel in a civilized way, maintain traffic order and safety, and consciously abide by the following provisions:
