Article 4 The municipal and county people's governments shall incorporate the classified management of urban and rural domestic waste into the national economic and social development plan, strengthen and co-ordinate the capacity building of classified management of domestic waste, coordinate and solve major issues in the classified management of domestic waste, ensure capital investment, and incorporate the required funds into the fiscal budget at the corresponding level.

the competent department of housing and urban and rural construction is responsible for urging the property service enterprises to fulfill the responsibility of domestic waste classification management, and incorporate the requirements of domestic waste classification management in residential quarters into the preliminary property service contract and the model text of the property service contract.
the competent department of ecological environment is responsible for the guidance and supervision of pollution prevention and control of domestic garbage disposal, and supervises and manages the collection, utilization and disposal units in harmful waste.
the competent agricultural and rural authorities are responsible for guiding the classification of rural domestic waste and the construction of a long-term mechanism for village cleaning, and bringing the classification management of rural domestic waste into the improvement of rural human settlements.
the competent commercial department is responsible for the construction of the recycling system of renewable resources, guiding and managing the recycling of renewable resources.
development and reform, education, finance, natural resources, market supervision, culture, radio, television, tourism and sports, health and wellness, data management of government services, transportation, supply and marketing and other relevant departments shall coordinate and do a good job in the classified management of urban and rural domestic waste according to the division of responsibilities, and guide and supervise the units in the industry to do a good job in the classified management of domestic waste. Sixth villagers' committees and residents' committees shall assist the government and its relevant departments to do a good job in the management of domestic waste classification, and mobilize, guide and urge the units and individuals within their respective jurisdictions to carry out domestic waste classification activities in accordance with the provisions.

Ninth units, families and individuals should establish awareness of environmental protection, consciously abide by the provisions of the reduction of domestic waste, classified into domestic waste, and bear the responsibility of domestic waste producers.

units, families and individuals that produce domestic garbage shall pay the domestic garbage disposal fee according to the regulations. Eleventh people's governments at the municipal and county levels may, according to the actual implementation of market-oriented services, encourage and guide social capital to participate in the construction and operation of classified delivery, collection, transportation, treatment and recycling of urban and rural domestic waste. Twelfth city and county people's governments shall make outstanding contributions to the classification of domestic waste units and individuals, in accordance with the provisions of the award.

Thirteenth domestic waste shall be classified into four categories: recyclable, kitchen waste, harmful waste and other wastes.
