Article 2 The urban environmental sanitation facilities mentioned in these Provisions (hereinafter referred to as sanitation facilities) refer to sanitation engineering facilities, bases and workplaces. For public use and the needs of the environmental health professional team. Article 3 The planning of environmental sanitation facilities in this Municipality shall be compiled by the competent administrative department of city appearance and environmental sanitation, and shall be incorporated into the overall urban planning, zoning planning and detailed planning after comprehensive balance by the urban planning department. The land for setting sanitation facilities should be included in the land use index of urban planning land. Article 4 These Provisions shall apply to the urban areas, counties and non-organic towns of this Municipality. Article 5 These Provisions shall be implemented by Shanghai City Appearance and Environmental Sanitation Bureau (hereinafter referred to as Shanghai City Appearance and Environmental Sanitation Bureau), with the cooperation of district (county) people's governments and municipal administrative departments of planning, land and ports. Chapter II Establishment of Public Health Facilities Section 1 General Provisions Article 6 The public health facilities mentioned in these Provisions refer to:

(a) public toilets and urinals;

(2) Septic tanks and garbage dumping stations;

(3) garbage pipes;

(4) garbage containers and garbage containers;

(5) Garbage bins and spittoons. Article 7 When building new districts and rebuilding old districts in this Municipality, sanitation facilities shall be built, designed, constructed and used simultaneously.

The environmental sanitation department and other relevant units shall formulate relevant facilities design specifications and completion drawings for the use of the construction unit. Section 2 Public Toilets Article 8 Public toilets shall be built in newly-built residential quarters, commercial and cultural streets, traffic roads, food markets and bazaars in accordance with regulations.

Large shopping malls, restaurants, financial trading places, theaters, entertainment venues (museums), railway stations, long-distance bus stations, passenger terminals, hospitals, hotels and other public buildings should be equipped with public toilets for the use of the clients. Ninth public toilets set standards are as follows:

(1) commercial and cultural street above the urban regional center 1, about 500 meters; Other urban roads, about 800 meters 1.

(2) The old city is set with a permanent population of about 5,0001; The old city is transformed into a piece of area, with 3-4 blocks per square kilometer.

(three) the new community in the central area, with about 6 per square kilometer; There are 3 buildings per square kilometer in the general residential area or 10000 people or 1 building.

(4) There are 1 home for large shopping malls and financial trading places according to the maximum number of customers gathered 1000 or the total construction area of 2,000 square meters; If the maximum number of people gathered exceeds 1500 or the total construction area exceeds 3,000 square meters, the area or quantity of public toilets shall be increased accordingly.

Eleventh independent public toilets can refer to the design and construction of stereotyped public toilets designed and drawn by the Municipal Appearance and Environmental Health Bureau; Attached public toilets can be designed and constructed in accordance with the requirements of Article 12 of these Provisions, combined with the main building. Twelfth public toilets are divided into primary, secondary and tertiary; The design and construction of public toilets must meet the following requirements:

(a) The interior of the toilet must be ventilated, deodorized and well lit.

(2) Lighting equipment, washing equipment, wash basins, clothes hooks and squats for the elderly and the disabled shall be installed.

(3) The surfaces of the stool squatting position, stool trough and urinal trough should be smooth and corrosion-resistant.

(four) the distance between independent public toilets and other buildings should be about 5 meters.

(five) the architectural modeling of public toilets should be coordinated with nearby buildings, and unified signs that are easy to see around the clock should be set at the entrance and its vicinity; Free-standing and attached public toilets should be surrounded by greening; Where public toilets are installed in public buildings, there should be obvious guiding signs.

(six) the construction area of each public toilet in large shopping malls, restaurants and financial trading places is 10-30 square meters; Construction area of each public toilet in other places: urban area 60- 100 square meters; The county seat is 30-50 square meters. Thirteenth public toilets in * * * areas, sewage pipes, should be included in the sewage pipe; Septic tanks can be used in areas without sewage pipes. Feces shall not be directly discharged into rainwater pipes or river ditches. Fourteenth independent urinals should be hidden, civilized and sanitary, and gradually rebuilt or cancelled with the urban transformation. Section 3 Septic Tank Article 15 Septic tanks shall be built in urban buildings equipped with flushing sanitary equipment in areas where there is no fecal sewage discharge system, and fecal sewage shall be discharged separately from other domestic sewage. Article 16 The structure and volume of septic tanks shall be designed according to the standard drawings designed by Shanghai Civil Architecture Design Institute, and shall meet the following requirements:

(a) carefully estimate the settlement of the building, and take measures to ensure the normal connection of indoor and outdoor pipelines, not flooded.

(2) The cleaning mouth of the third pool of septic tank should be placed in the middle of the water baffle; Cast iron covers can be used to clean holes.

(3) The cover plate of septic tank manure hole should be flush with the ground, and the distance from the road should be about 2 meters.
