Forty-second prohibited from engaging in the following activities that endanger the safety of urban drainage and sewage treatment facilities:
(a) damage and theft of urban drainage and sewage treatment facilities;
(two) drilling and blocking urban drainage and sewage treatment facilities;
(three) to discharge or dump toxic, flammable, explosive and corrosive waste liquid and waste residue into urban drainage and sewage treatment facilities;
(four) dumping garbage, muck, construction mud and other wastes into urban drainage and sewage treatment facilities;
(five) the construction of buildings, structures or other facilities that occupy urban drainage and sewage treatment facilities;
(six) other activities that endanger the safety of urban drainage and sewage treatment facilities.
Article 47 If, in violation of the provisions of this Ordinance, the competent department of urban drainage issues a permit for discharging sewage into the drainage pipe network to drainage households that do not meet the statutory conditions, or refuses to issue a permit for discharging sewage into the drainage pipe network to drainage households that meet the statutory conditions, the directly responsible person in charge and other directly responsible personnel shall be punished according to law; If the behavior of the directly responsible person in charge and other directly responsible personnel constitutes a crime, criminal responsibility shall be investigated according to law.
Forty-eighth in violation of the provisions of this Ordinance, the construction unit or the construction unit will connect the rainwater pipe network and the sewage pipe network in the rain and sewage diversion area, and the urban drainage department shall order it to make corrections and impose a fine of 50,000 yuan to 654.38 million yuan; If losses are caused, it shall be liable for compensation according to law.
Article 49 If, in violation of the provisions of these Regulations, drainage units and individuals within the coverage of urban drainage and sewage treatment facilities fail to discharge sewage into urban drainage facilities in accordance with relevant state regulations, or discharge sewage into rainwater pipe networks in rain and sewage diversion areas, the competent department of urban drainage shall order them to make corrections and give them a warning; If it fails to make corrections within the time limit or causes serious consequences, the unit shall be fined between 654.38+10,000 yuan and 200,000 yuan, and the individual shall be fined between 20,000 yuan and 654.38+10,000 yuan; If losses are caused, it shall be liable for compensation according to law.
Article 50 If, in violation of the provisions of this Ordinance, drainage households discharge sewage into urban drainage facilities without obtaining a drainage pipe network sewage permit, the competent department of urban drainage shall order them to stop the illegal act, take control measures within a time limit, and reissue the drainage pipe network sewage permit, and may also impose a fine of not more than 500,000 yuan; If losses are caused, it shall be liable for compensation according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
In violation of the provisions of this Ordinance, the drainage households do not discharge sewage in accordance with the requirements of the permit for discharging sewage into the drainage pipe network, and the urban drainage department shall order them to stop the illegal act, make corrections within a time limit, and may impose a fine of not more than 50,000 yuan; If serious consequences are caused, the license for discharging sewage into the drainage pipe network shall be revoked, and a fine of not less than 50,000 yuan but not more than 500,000 yuan shall be imposed, which can be notified to the society; If losses are caused, it shall be liable for compensation according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
Article 51 If, in violation of the provisions of these Regulations, the maintenance or overhaul of urban drainage facilities may affect or seriously affect the drainage, the maintenance and operation unit of urban drainage facilities fails to notify the relevant drainage households in advance, or fails to report to the competent department of urban drainage to take emergency measures in advance, or fails to conduct a comprehensive inspection, maintenance and cleaning of urban drainage facilities in accordance with flood control requirements, which affects the smooth drainage in flood season, the competent department of urban drainage shall order it to make corrections and give a warning; If it fails to make corrections within the time limit or causes serious consequences, it shall be fined from 654.38+10,000 yuan to 200,000 yuan; If losses are caused, it shall be liable for compensation according to law.
