In order to further tighten epidemic prevention and control measures, plug management loopholes, and resolutely achieve the goal of "preventing import and non-proliferation", according to the relevant provisions of provinces and cities, the registration of foreign personnel is hereby notified as follows:

1. From the date of this circular, all people who enter our district from outside the city will immediately register in their communities and villages by scanning codes and calling. Those who entered the economic development zone outside the city from June 5, 2020 to October 8, 2020/KLOC-0 shall complete the registration immediately if they have not gone through the registration.

Second, during the epidemic prevention and control period, residents in the whole region are not allowed to carry out gathering activities in the form of visits, door-to-door, dinners and gatherings.

3. After arriving in the Economic Development Zone, people from outside the city will be isolated at home from the date of return 14 days.

Fourth, medical institutions and health centers at all levels in the region should report all patients with colds, fever, diarrhea and other abnormal conditions to the epidemic prevention and control group of the leading group of the Economic Development Zone at the first time.

Five, has stopped production and shutdown units, new units in the resumption of production or new hours, must be audited by the competent department of industry, reported to the district leading group for epidemic prevention and control for the record before resuming production, does not meet the conditions for epidemic prevention and control are not allowed to resume production. Employees who have close contact with confirmed pneumonia cases and suspected novel coronavirus infected persons are not allowed to return to work. Employees outside the city must be isolated at home after entering the Economic Development Zone 14 days, and then return to work after reaching the probation period and relevant standards.

Six, home isolation medical observers meet the lifting conditions, reported to the district epidemic prevention and control leading group and the expert group agreed to lift the isolation.

Those who violate the above provisions and cause serious consequences will be investigated for legal responsibility according to the Criminal Law of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and the Emergency Regulations for Public Health Emergencies. If a crime is constituted, criminal responsibility shall be investigated according to law.
