Article 2 These Regulations shall apply to the production, processing, marketing, supervision and management of halal food within the administrative area of this province. Article 3 The administrative department of ethnic affairs at or above the county level shall be responsible for organizing the implementation of these Regulations.
The departments of industry and commerce administration, health, quarantine and quality supervision at all levels are responsible for the supervision and management of halal food within their respective responsibilities. Article 4 No unit or individual may discriminate against or interfere with the dietary customs of ethnic minorities who eat halal food. Article 5 An enterprise or unit specializing in the production, processing and marketing of halal food shall meet the following conditions in addition to those stipulated by relevant laws and regulations:
(1) The main management personnel of the enterprise or unit shall have at least one ethnic minority citizen who eats halal food, and the supervisor must be an ethnic minority citizen who eats halal food.
(2) There should be a certain proportion of minority citizens who eat halal food among employees.
(3) The production, processing and business premises, equipment and storage must be used exclusively.
(4) Key posts such as slaughtering, purchasing and operation must be held by minority citizens who eat halal food.
(5) halal meat commercial livestock and poultry shall be slaughtered at designated points according to relevant regulations and be quarantined according to law; Muslim meat commodity livestock and poultry slaughter personnel must hold the qualification certificate issued by the administrative department of ethnic affairs at or above the county level or its entrusted Islamic association and other organizations. Article 6 Muslim packaged food shall be supervised by the administrative department of ethnic affairs of the province or city (prefecture or prefecture) or the Islamic Association entrusted by it, and the name of the supervising unit shall be printed on the outer packaging of Muslim food.

Article 8 In the non-exclusive halal food area, the stalls and counters of halal food shall keep a proper distance from those of non-halal food or set up obvious isolation facilities. Article 9 Any enterprise or individual industrial and commercial household that has obtained a business license and produces, processes or deals in halal food shall submit a written application to the local administrative department of ethnic affairs at or above the county level before opening its business, and issue a halal food signboard after passing the examination.

the administrative department of ethnic affairs at or above the county level shall make a decision of approval or disapproval within 15 working days from the date of receiving the application materials. If approved, a halal food signboard shall be issued; If it is not approved, it shall explain the reasons. Article 12 If a party who produces, processes or deals in halal food no longer produces, processes or deals in halal food, it shall file a record with the administrative department of ethnic affairs at or above the county level within five days after the suspension of business, and return the halal food signboard to the original issuing unit. Thirteenth units and individuals engaged in the production, processing and operation of halal food shall not publish halal food advertisements containing false contents.

Fifteenth in violation of the provisions of article fifth, article sixth, article seventh, article ninth, paragraph second, the administrative department of ethnic affairs at or above the county level shall give a warning to the parties and order them to make corrections within a time limit; Overdue reform, more than 511 yuan, a fine of 2111 yuan. Sixteenth in violation of the provisions of the third paragraph of Article 11 and the second paragraph of Article 13 of these regulations, the administrative department of ethnic affairs at or above the county level shall confiscate the illegal income and impose a fine of more than 1,111 yuan and less than 5,111 yuan.

Article 18 Where any staff member in charge of halal food management in the administrative department of ethnic affairs neglects his duty, abuses his power, engages in malpractices for personal gain, or takes advantage of his work to ask for property, he shall be given administrative sanctions by his unit or the administrative department at a higher level according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
