Article 2 The term "finished residence" as mentioned in these Provisions refers to the residence that has completed the installation or painting of fixed surfaces of all functional spaces, the installation of pipelines and terminals, and the kitchen and bathroom infrastructure. , and have the basic functions of the house before delivery.
Article 3 These Provisions shall apply to the management of residential completed projects in Chongchuan District, Gangzha District, Development Zone and Tongzhou District of this Municipality.
Article 4 As a part of a unit project, the interior decoration project of a building which is clearly defined as a finished residential building in the Special Provisions on Land Transfer shall be included in the basic construction procedures of residential projects and the scope of project quality supervision.
Fifth units engaged in interior decoration design, construction and supervision of finished residential buildings must obtain corresponding qualification certificates issued by the construction administrative departments according to law.
Architectural decoration enterprises that have not obtained the qualification certificate issued by the construction administrative department shall not participate in the architectural decoration activities of residential projects. Affiliation, subcontracting and illegal subcontracting are strictly prohibited.
Article 6 The construction unit is the first responsible person for the interior decoration quality of finished residential buildings, and is fully responsible for the decoration quality of finished residential buildings, specifically responsible for quality management, quality warranty and after-sales service, and organizing relevant responsible units to coordinate and deal with engineering quality problems. Encourage the construction unit to carry out the quality insurance of residential finished products, implement the pre-property intervention management system, and innovate the decoration quality management and recovery mechanism.
The design unit shall carry out the whole decoration design in strict accordance with laws and regulations, engineering construction standards and contract stipulations, and be responsible for the design quality.
The construction unit shall carry out full decoration construction in strict accordance with laws and regulations, construction drawing design documents, construction technical standards and contract stipulations, and be responsible for construction quality and safety.
The supervision unit shall, in strict accordance with laws and regulations, relevant technical standards, construction drawings and design documents and contract stipulations, take the form of standing by, patrolling and parallel inspection to carry out full decoration supervision and assume supervision responsibility for the project quality. Supervision institutions shall, according to the characteristics of residential decoration products, compile and implement the detailed rules for the implementation of special supervision.
Article 7 The construction unit shall be market-oriented, formulate reasonable decoration standards for differentiated consumer demand, provide fully decorated houses with different grades and styles, promote the coordination of standardization and individualization, and better meet individualized demand.
Article 8 The completed residential buildings shall be designed in an integrated way, and the professional design of buildings, structures, equipment and pipelines shall be connected with the decoration design to realize the synchronous design of fixed surfaces, equipment and pipelines, switch sockets and infrastructure.
Decoration engineering should carry out special design, define the performance indexes of main materials and components, and issue detailed drawings and node detailed drawings. Architectural design and decoration engineering design and construction drawings shall be submitted to the construction drawing review agency for review. The examination institution shall strictly perform the duties of drawing examination, ensure the quality of design documents, and focus on the structural safety, use safety and use function issues involved in decorative design documents. After the construction drawing review is qualified, major design changes shall be reported to the drawing review agency for review.

Twenty-second completed residential decoration construction, the construction unit shall organize the construction, supervision and other relevant responsible units according to the inspection lot for "handover acceptance", and acceptance of the quality of the project entity. During the acceptance, the common quality hidden dangers such as cracking and leakage are mainly investigated, the responsibilities are clearly defined, and written acceptance opinions are formed. The responsible unit should rectify the problems found in the inspection, and the renovation project can only be carried out after the rectification is completed. The quality, specification, variety and limit of harmful substances of the components and materials used in the finished residential decoration project shall comply with the design requirements and the current relevant national standards.

The construction unit should provide appropriate after-sales service, set up a complaint acceptance and warranty management institution for engineering quality defects, unblock complaint feedback channels, establish an internal complaint handling mechanism, and deal with buyers' demands in time.
