The Regulation * * * consists of chapter 10 and article 103, which makes relevant provisions on tourism management system, ticket reduction and exemption, integration of culture and tourism, hotel development, paid vacation, etc.

Specifically, in the tourism management system, the "Regulations" clearly improve the cultural and tourism administrative law enforcement agencies, equipped with law enforcement personnel. A comprehensive coordination mechanism of culture and tourism has been established in the form of legislation, and the administrative law enforcement power of culture and tourism departments on tourism has been clarified.

In terms of ticket reduction and exemption, the "Regulations" stipulate that scenic spots built with public resources are free for the elderly over 60 years old. At the same time, special groups such as disabled people, active servicemen, people's police and national fire rescue workers will be included in the scope of free tickets. At the same time, the regulations also stipulate that red tourist attractions should be open to the public free of charge.

In the development of homestays, the regulations first clarified the legal status of "homestay tourism". The Regulations point out that in certain areas such as rural areas, tourist attractions and scenic spots, residents can use their own houses or rent other people's houses, and combine local humanities, natural landscapes, ecological environment resources and agricultural, forestry and animal husbandry by-products production activities to open homestays to provide accommodation, catering and other services for tourists.

At the same time, the "Regulations" propose that the buildings, facilities, equipment and business services of B&Bs should have the necessary safety conditions in public security, fire fighting and sanitation, and relevant departments should simplify procedures, improve work efficiency, and support and promote the development of the hotel industry. Specific measures shall be formulated by the provincial people's government.

In terms of civilized tourism, the "Regulations" clearly stipulate that depicting and smearing cultural relics will be fined.

At the same time, the "Regulations" for the first time in the form of legislation, clearly defined the cultural and tourism departments' right to enforce the law on scenic spots. Article 5 of the Regulations stipulates that the people's governments at or above the county level shall, in accordance with the relevant provisions of the state and Henan Province, establish and improve cultural and tourism administrative law enforcement agencies and equip them with law enforcement personnel. Law enforcement officers can impose fines on non-tourism development activities, spitting, littering and other illegal acts in the scenic spot.

In terms of cooperation between the government and tourism enterprises, the Regulations point out that many government departments, while holding various activities, would like to use services such as conference organization and accommodation arrangement provided by travel agencies and other tourism enterprises, but they are always afraid of "gossiping", the bills are not easy to be reimbursed, and they would rather pay more than cooperate with travel agencies. In response to this phenomenon, the regulations stipulate that tourism enterprises can participate in government procurement and service outsourcing. Legal bills issued can be used as reimbursement vouchers.

In terms of the operation of tourism enterprises, the regulations stipulate that hotels, restaurants, scenic spots and other tourism enterprises should implement general industrial enterprise standards, and the cost of electricity and gas will be greatly reduced, so as to reduce the overall service price and attract more foreign tourists to visit Henan.

In terms of tourism shopping, on the one hand, the Regulations stipulate that governments at all levels should actively develop various special tourism commodities and establish large shopping centers to meet the needs of tourists, on the other hand, they also stipulate that they should shop voluntarily. If tourists are induced or forced to shop, they will be fined and their tour guide cards will be revoked.

In terms of paid vacation, the regulations emphasize the implementation of the paid vacation system according to law, solve holiday congestion, and turn a large number of concentrated outings into off-peak outings. This is a persuasion law, which aims to guide timely and moderate travel through legal publicity, so as to improve travel comfort and tourist experience.
