II. Objectives and tasks

(3) Leading senior accounting talents in China. In the financial department (branch) of enterprises and institutions, the selection of senior accounting personnel over 55 years old shall be registered by myself and recommended by the unit. According to the annual training plan, the training candidates shall be determined in a comprehensive and balanced manner.
(4) Chief accountant. According to the State Council's "Regulations on Chief Accountant", the set and appointed chief accountant, who is under 55 years old and has professional and technical qualifications above accountant, shall be declared by himself and recommended by the unit, and the training candidates shall be determined in a comprehensive and balanced manner.
(5) Certified public accountants and accountants. Accounting personnel who meet the requirements of the Ministry of Finance.
Fourth, the cultivation measures
(a) to apply for the national leading accounting talents and certified public accountants with international qualifications, in principle, they should be selected from the leading accounting talents in Chongqing, and receive appropriate pre-examination training. In addition to enjoying the policy support of Chongqing accounting leading talents, those who have won the national accounting leading talents will be awarded honorary certificates and commended by the Organization Department of the Municipal Party Committee, the Municipal Finance Bureau and the Municipal Human Resources and Social Security Bureau.

(3) Improve the evaluation methods and contents of senior accountants, increase the number of senior accountants in a timely manner, and improve the quality of senior accountants.
(4) Strengthen the training of senior accounting talents, set the training content according to the domestic leading level, and strengthen the training of management, theory and comprehensive ability. II. Training tasks, main measures and plan management

After the basic training, those who pass the examination will be transferred to the postgraduate courses of the enrollment school.
Three, enrollment scope, enrollment plan and funds
(1) Enrollment scope. Mainly for the western 12 provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps, taking into account ethnic autonomous areas and areas where ethnic minorities live together and need special support, as well as the training of teachers and management talents in Tibetan classes in the mainland, Xinjiang high schools in the mainland, ethnic minority preparatory training bases and ethnic minority basic training bases in colleges and universities, and focusing on ensuring education, science and technology, medicine, characteristic culture and art, and
(2) enrollment plan. The enrollment plan of this scheme belongs to the national directional training plan and is included in the total scale of enrollment units. According to the needs of ethnic minorities and the western region for talents, the Ministry of Education separately issued a special enrollment plan for directional training.
The proportion of enrollment plan is determined according to the total population of ethnic minorities in all provinces, autonomous regions and municipalities directly under the central government; At the same time, taking into account the special needs of ethnic areas supported by the state. On the premise that the comprehensive quality of candidates meets the basic requirements, all relevant enrollment units arrange re-examination and admission according to the proportion of ethnic minorities in the total local ethnic population. Han candidates account for 10% of the total enrollment of relevant provinces, autonomous regions and municipalities directly under the central government. VII. Teaching and training requirements

In the basic intensive training stage, the emphasis is on strengthening the foundation, strengthening the teaching and training of the prescribed courses, so that the students' basic comprehensive level is close to or meets the basic requirements of studying for master's courses; In the teaching stage of doctoral and master's courses, we should attach great importance to the cultivation of students' practical ability, scientific research ability and innovation ability while vigorously strengthening professional theory teaching. Training schools and units should create more opportunities and conditions for students to practice teaching and scientific research projects, and send outstanding experts and professors as tutors and lectures to ensure the quality of education and teaching. In basic intensive training, master's and doctoral courses, it is necessary to strengthen the education of students' political thoughts and Marxist ethnic and religious theories and policies. According to the relevant laws of the state, religion may not interfere with national education. Training schools and units shall take effective measures to prevent religions and cults from interfering with training; Students are not allowed to engage in any religious activities.

(II) If the admitted candidates fail to sign orientation agreements, pretend to be ethnic minorities, cheat in exams or fail to enter the school according to the prescribed procedures, once verified, their school status will be cancelled and they will be returned to their places of origin, and they will not be allowed to participate in the "National Key Talents Program" within two years. Those who are directly responsible should be punished accordingly.
(three) targeted provinces and units can not provide employment opportunities for qualified graduates according to the agreement, deduction 1 year in the province's enrollment plan.
X. Other relevant requirements
(1) Schools and units should attach great importance to training high-level backbone talents of ethnic minorities as a glorious and arduous political task. In the training work, we should fully implement the education policy and ethnic policy of the party and the state, and conscientiously implement the "Opinions" and this plan. According to the requirements of training objectives, strictly implement the teaching plan and train politically qualified and professionally competent talents of all ethnic groups.
(2) Party and government departments in western regions and ethnic minority areas should attach great importance to the cultivation and use of high-level backbone talents of ethnic minorities, create necessary living and working conditions for them in accordance with the requirements of applying what they have learned, and strive to avoid waste and idleness of talents.
The implementation plan of special training for scientific and technological backbones of ethnic minorities in western regions such as Xinjiang shall be formulated separately by the Ministry of Personnel.
