Second, the charging standard

1. When only the preliminary design or construction drawing design is entrusted, the charge shall be calculated by dividing the design workload by the proportion of the industry and multiplying it by the coefficient 1. 1. 2. Engineering design adopts standard design (except standard drawings) and reuse design, and similar new design projects are charged at 20%.

When an engineering design unit needs to go abroad due to the tasks it undertakes, except for the manufacturing and installation expenses paid by the design unit, other expenses for going abroad (including foreign exchange quota) shall be paid by the entrusting unit.

4. In this charging standard, various adjustment factors affecting the design workload are considered. 8. For items not included in this charging standard, the design fee shall be determined by the design unit and the entrusting unit through consultation with reference to this charging standard. The design fees for foreign-funded and Sino-foreign joint venture construction projects may be determined by the designer and the entrusting party through consultation with reference to relevant foreign design fees.

9. If an architectural design scheme needs to be put forward separately, the architectural design scheme of super-class and first-class engineering shall be charged at 10% of the engineering design fee; 6% of the project design fee is added to the architectural design scheme of the secondary project; 3% of the project design fee is added to the architectural design scheme of the third-level project; There is no additional architectural design fee for projects below Grade 4 (including Grade 4). The "big" in the scale of civil construction projects generally refers to buildings of 1 10,000 square meters or more; "Medium-sized" refers to a building with an area of 3,000 to10,000 square meters; "Small" refers to buildings below 3000 square meters.

Article 1 In order to standardize the charging behavior of engineering survey and design, and safeguard the legitimate rights and interests of the employer, the surveyor and the designer, these Provisions, the charging standards for engineering survey and design are formulated in accordance with the Price Law of People's Republic of China (PRC) and relevant laws and regulations.

Article 2 These Provisions and the charging standards for engineering survey and engineering design shall apply to the charging for engineering survey and engineering design of construction projects in China.

Article 3 The contracting out and contracting of engineering survey and design shall follow the principles of openness, fairness, impartiality, voluntariness and good faith. According to "Bidding Law of People's Republic of China (PRC)" and "Regulations on Management of Survey and Design of Construction Projects", the Employer has the right to choose the surveyor and designer independently, and the surveyor and designer decide whether to accept the entrustment.

Article 4 The employer, the surveyor and the designer shall abide by the provisions of the relevant state laws and regulations on price, maintain the normal price order, and accept the supervision and management of the government price department.

Article 6 The benchmark price of engineering survey and engineering design fees subject to government guidance price shall be calculated according to the engineering survey fee standard or engineering design fee standard, and the fluctuation range shall be 20% unless otherwise stipulated in Article 7 of these Provisions. The employer, the surveyor and the designer shall, according to the actual situation of the construction project, negotiate and determine the amount of expenses within the specified floating range.

The fees for engineering survey and engineering design subject to market-regulated prices shall be determined by the employer, the surveyor and the designer through consultation.

Seventh engineering survey fees and engineering design fees, should reflect the principle of high quality and good price. If the fees for engineering survey and engineering design are subject to government guidance, and new technologies, new processes, new equipment and new materials are adopted for engineering survey and design, which is conducive to improving the economic, environmental and social benefits of the construction project, the employer, the surveyor and the designer may determine the amount of fees through consultation within the floating range of 25%.

Article 8 Survey and design personnel shall inform the Employer of the relevant service items, service contents, service quality, charging basis and charging standards in accordance with the provisions of clearly marked prices of goods and services.

Article 9 The amount and payment method of engineering survey fees and engineering design fees shall be agreed by the employer, the surveyor and the designer in the engineering survey contract or the engineering design contract.

Article 10 The survey documents or design documents provided by surveyors or designers shall conform to the engineering technical quality standards stipulated by the state, and meet the contents and quality requirements agreed in the contract.

Article 11 If the workload of engineering survey and engineering design increases or the engineering survey site is stopped or left idle due to the employer's reasons, the employer shall pay the corresponding engineering survey fee or engineering design fee to the surveyor and designer.

Twelfth engineering survey or engineering design quality can not meet the provisions of article tenth, the surveyor or designer shall rework. If the workload is increased due to rework, the Employer will not pay the engineering investigation fee or engineering design fee separately. If the fault of the surveyor or designer causes economic losses to the Employer, it shall be liable for compensation as agreed in the contract.

Thirteenth surveyors and designers shall not deceive the employer or collude with the employer to increase the workload of engineering survey or improve the engineering design standards. And overcharge the engineering investigation fee or engineering design fee.

Fourteenth in violation of these provisions and the provisions of the relevant state laws and regulations on price, the competent price department of the government shall be punished according to the "People's Republic of China (PRC) Price Law" and the "Provisions on Administrative Penalties for Price Violations".

Article 15 The State Development Planning Commission shall be responsible for the interpretation of these Provisions and the attached "engineering survey fees" and "engineering design fees".
