The fourth municipal labor administrative department is the comprehensive management department of the city's vocational skills development, and is responsible for the overall planning, policy formulation, comprehensive management, coordination and guidance, supervision and inspection of the city's vocational skills development. Chapter II Vocational Skills Training Article 5 Vocational skills training is the training of theoretical knowledge and practical skills for laborers according to vocational skills standards. Vocational skills training includes pre-employment training, apprenticeship training, on-the-job training, job-changing training, job-changing training and other vocational training. Article 6 Laborers must receive necessary vocational skills training before employment. Workers in professional and technical jobs and special jobs should receive vocational skills training to meet the needs of their jobs. When employees change jobs, they should receive training according to the new skill standards. Junior and senior high school graduates who have not been promoted to the next higher school should receive vocational skills training and related education for one to three years, obtain vocational qualifications, and implement the labor preparation system. Article 7 Vocational skill training shall be implemented by vocational skill training institutions and vocational skill training entities at all levels. Vocational skill training institutions and vocational skill training entities include secondary and higher vocational colleges, technical schools, workers' schools, employment training centers and vocational skill training courses approved by the labor administrative department.
