Article 4 The owners' congress, owners' committee and property service providers shall carry out property management activities according to laws and regulations under the leadership of the community party organization of China * * *, and establish and improve the deliberation and coordination mechanism of neighborhood (village) committees, owners' committees and property service providers under the leadership of community party organizations.

(7) Other duties as stipulated by laws and regulations. Article 6 The relevant competent departments of cities and counties (cities, districts) shall, according to the division of responsibilities, do a good job in property supervision and management:
(1) The civil affairs department is responsible for guiding the residential areas without property management to implement autonomous management by relying on the neighborhood (village) committees;
(2) The competent administrative examination and approval department is responsible for the planning, adjustment and change management of property service rooms, installation of elevators and charging of electric vehicles, and assists in the division of property management areas;
(3) The comprehensive administrative law enforcement department of urban management is responsible for investigating and dealing with illegal behaviors such as raising livestock and poultry in violation of regulations, occupying and destroying green space, cutting down trees without authorization, posting advertisements without permission; In accordance with the law, administrative penalties shall be imposed on illegal acts such as changing the use, form, color or material of buildings, structures and other facilities without authorization, changing the facade of houses without authorization, building illegally, and cooking fume pollution in catering services;
(4) the market supervision and management department is responsible for investigating and dealing with the unlicensed operation in the property management area; Responsible for the safety supervision of elevators, boilers and other special equipment in the property management area, and investigate and deal with illegal acts in the installation, renovation, maintenance and use of special equipment; Responsible for the supervision and inspection of property service charges in the property management area, and investigate and deal with all kinds of price violations according to law;
(5) The public security organs are responsible for carrying out community policing, strengthening public security prevention in the property management area, carrying out supervision and inspection on security monitoring, and investigating and dealing with illegal acts affecting public security and public order in residential quarters;
(6) the competent department of ecological environment is responsible for the supervision and management of environmental protection within the property management area;
(7) The competent pricing department shall, jointly with relevant departments, be responsible for the formulation and adjustment of the charging standards for property services at government-guided prices;
(8) The health department is responsible for the prevention and control of infectious diseases and sanitary supervision of drinking water in the property management area;
(9) Other relevant competent departments shall do a good job in property supervision and management according to their respective responsibilities. Article 7 Sub-district offices (township people's governments) shall perform the following duties of property supervision and management:
(1) Organize and guide the establishment of owners' meetings, the election of owners' committees, the establishment of property management committees, the organization and guidance of the re-election of owners' committees and the filing of owners' committees;
(2) to guide and supervise the owners' congress and the owners' committee to perform their duties according to law;
(3) to guide and supervise property service providers to perform their obligations according to law, and to carry out supervision and inspection on the implementation of property services;
(4) Establish a complaint mediation mechanism for property management conflicts, and coordinate the handling of property management disputes;
(5) To be responsible for the management of property files and assist in the collection and verification of credit information of property service enterprises and their project managers within their jurisdiction;
(6) Other duties as stipulated by laws and regulations.
