In the first stage, our bureau made careful preparations mainly according to the difficulty of the investigation. The second stage is a comprehensive investigation stage from February 28th to March 3rd1day. At this stage, four investigation teams from all over the world went deep into 29 large-scale investigation units in the city to conduct a detailed pollution investigation. They braved the cold wind and freezing rain in enterprise mines and rural barren slopes, and went into villages to publicize environmental protection laws and regulations and environmental protection knowledge. At the same time, they conducted a comprehensive and detailed investigation on various sewage units, mastered the first-hand survey data, and basically found out the pollution situation in our city. The third stage is the investigation summary stage, which mainly analyzes the data of the second stage investigation, finds out the main polluting industries in our city and formulates relevant countermeasures.
I. Basic information of the investigation
Under the careful organization of the bureau party group, we formed four investigation teams, each led by two members of the bureau leadership team, and two staff members are also the backbone of our bureau. They conducted a comprehensive survey of 3 1 town (field, mine and development zone) in the city. In the investigation, we took the steps of going to the enterprise to investigate and register and master the basic situation of the enterprise; Go to the villages around the enterprise and learn from the local people about the influence and pollution of the enterprise on the surrounding environment; The investigation team went to the field to inspect the pollution situation of enterprises and master the pollution situation of sewage units. In this survey, 2,250 pollutant discharge targets were registered, accounting for more than 95% of the total number of enterprises, including aquaculture enterprises 1368, accounting for 60% of polluting enterprises. 8%, followed by 448 service industries, accounting for 19 polluting enterprises. 9%, there are 197 brick and lime enterprises, accounting for 8% of the total survey. 75%。
Second, the problems found in the investigation
In the investigation, many environmental problems and hidden dangers were found through visiting the people around the enterprise and field inspection. First of all, the disorderly development of aquaculture has aggravated the degree of environmental pollution. Most of these farms are located at will without the approval of the environmental protection department, regardless of the damage to the surrounding environment and the impact on people's lives, or built in the drinking water source of the village or in the upwind direction of the village; What's more, using abandoned houses in the village to raise pigs in the center of the village made the whole village stink. If these phenomena are not stopped, the consequences will be unimaginable. Second, the planning of industrial projects is imperfect, the enterprises are widely distributed, the site selection is unreasonable, and the pollution sources are scattered; Some are small workshops, with small scale and backward technology, which intensifies the discharge of pollutants and will bring immeasurable losses to agricultural production and even the ecological environment; Some industrial enterprises have set up factories without the approval of EIA and environmental protection departments, and some even are fifteen small enterprises explicitly prohibited by the state; Some have been approved by the environmental protection department, but they have not been handled according to the approval opinions of the environmental protection department, and they have been put into production without environmental protection acceptance. Third, the environmental protection facilities of old industrial enterprises are backward, which has been difficult to meet the needs of current environmental protection work. Especially the pollution in cement industry is more serious, and dust pollution has a greater impact on the surrounding environment.
Three. Problems in this survey
Although our bureau made full preparations in time and foresaw the difficulties in the investigation, during the investigation, we still felt that the investigation was unsatisfactory, mainly in the following aspects: First, some towns and villages lacked sufficient understanding of the investigation, were resistant to the investigation, and some treated the investigation with a coping attitude, which caused many difficulties for our comrades who continued to investigate. Second, there is still not enough time. For such an investigation involving all polluting units in the city, it takes a month to complete the investigation task, which is somewhat hasty, and the cooperation between towns and villages is not enough, so it is easier to take a cursory look. Third, there is no investment in environmental monitoring means, which has left great defects for this survey, making our survey data unconvincing and lacking in the determination of the main pollution factors in our city and the qualitative analysis of the degree and quantity of pollutants discharged.
Fourth, some suggestions.
1. Vigorously strengthen the popularization of popular science knowledge of livestock manure pollution in farms, fully understand the harm caused by pollution faced by agriculture today, and further improve people's understanding of the importance of livestock manure treatment. Vigorously publicize the important role of biogas digester construction in protecting the environment and saving energy, and make biogas treatment of manure from large-scale farms become the conscious action of farms and owners.
2 for the disorderly development of aquaculture, the municipal government should formulate relevant management measures as soon as possible to regulate aquaculture behavior. For farms that have not been approved and have no pollution control measures, they should be corrected within a time limit, and those that have not been changed should be resolutely closed. Fundamentally reverse the wrong behavior of building farms into drinking water sources and village centers.
3, increase investment in environmental protection and pollution control of industrial enterprises, strictly abide by the provisions of the "Environmental Protection Law", and production projects eliminated and banned by the state, no matter how efficient, are strictly prohibited from entering our city. For existing projects that have been built without the approval of the environmental protection department, those that do not meet the national industrial policy should be resolutely shut down; Although it is in line with the policy, it means that the examination and approval procedures must be resolutely reissued.
