Regulations on Korean Language Work in Yanbian Korean Autonomous Prefecture (revised on 20 17)
Article 1 In order to promote the standardization, informatization and healthy development of Korean spoken and written languages, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Regional National Autonomy and the Law of People's Republic of China (PRC) on Common Spoken and Written Languages, combined with the actual situation of the autonomous prefecture. Article 2 State organs, social organizations, enterprises, institutions and individuals within the administrative area of Autonomous Prefecture shall abide by these regulations. Article 3 Korean is the main language tool for North Korean citizens to exercise their autonomy.

The organs of self-government of the Autonomous Prefecture use the Korean language and the national language when performing their duties. Article 4 The organs of self-government of autonomous prefectures adhere to the principle of equality of spoken and written languages of all ethnic groups, conscientiously implement relevant state laws and regulations, guarantee the freedom of Korean citizens to use and develop their own spoken and written languages, and promote the healthy development of Korean spoken and written languages. Article 5 The competent Korean language department of the Autonomous Prefecture People's Government shall be responsible for organizing the implementation of these Regulations.

Autonomous Prefecture People's government set up the Korean Language Working Committee, which is responsible for:

(a) to implement the national language policy and the relevant provisions of the laws and regulations of the party and the state on language, and to inspect and supervise the implementation of these regulations;

(two) to formulate the implementation plan and specific measures for the Korean language and writing work;

(three) to supervise and inspect the study, use and translation of Korean language;

(four) to organize and manage the standardization, standardization, informationization and popularization of Korean language and writing;

(five) to carry out research, academic exchanges and training for Korean language professionals;

(six) to coordinate the business relationship between the various departments of Korean language and writing work. Article 6 The county (city) people's government shall set up an office for Korean language and writing, and organize the supervision and management of Korean language and writing in this county (city).

Township people's governments and town street offices shall designate personnel to be responsible for the Korean language and writing work. Article 7 The people's governments of autonomous prefectures and counties (cities) shall incorporate the funds for Korean language and writing into the financial budget of the people's governments at the corresponding levels. Article 8 The organs of self-government of autonomous prefectures attach importance to the standardization of Korean language and writing.

The Korean Language Working Committee of the Autonomous Prefecture organizes and coordinates relevant experts and scholars to form the Korean Language Standardization Committee, and in accordance with the principle of Korean language standardization, formulates a Korean language standardization scheme that maintains the characteristics of Chinese Korean language and facilitates international exchanges. Article 9 The organs of self-government of autonomous prefectures attach importance to the informatization of Korean language and characters, coordinate relevant departments to do a good job in the research of Korean language and characters information technology and the research and development of application software, establish a Korean language and characters resource database, and realize the interconnection, intercommunication and resource sharing of Korean language and characters information. Article 10 The organs of self-government of autonomous prefectures attach importance to the scientific research of Korean language and characters, organize and support relevant scientific research institutions, institutions of higher learning and experts and scholars to study the basic theory and application of Korean language and characters, and promote the healthy development of Korean language and characters. Article 11 The organs of self-government of autonomous prefectures shall strengthen the construction of Korean language and writing talents, give full play to the professional advantages of institutions of higher learning, scientific research units and Korean language and writing departments within the administrative area of autonomous prefectures, and accelerate the construction of Korean language and writing talents through the combination of academic education and short-term training. Twelfth state organs, enterprises and institutions within the administrative area of Autonomous Prefecture shall use the Korean language and the national common language at the same time or separately when holding meetings and making official documents, meeting materials and other relevant materials and oral expressions. Article 13 The official seals, announcements, awards, certificates, plaques, slogans, advertisements, signboards, road signs, etc. of state organs, enterprises, institutions, social organizations and individual industrial and commercial households within the administrative area of Autonomous Prefecture shall be written in Korean and the national common language, and the state and county (city) translation agencies shall be responsible for examination and approval. Korean should use standardized and standardized terms approved and published by the Chinese Korean Standardization Committee. Writing norms shall be implemented in accordance with the relevant provisions of the Autonomous Prefecture People's government. Fourteenth Korean citizens within the administrative area of Autonomous Prefecture can fill in various applications, volunteer books, registration forms and write other documents in Korean.

State organs, enterprises and institutions within the administrative area of Autonomous Prefecture, except as stipulated by the state and this province, shall use Korean language and national common language in the recruitment, employment of national civil servants or recruitment of professional and technical personnel and management personnel, enrollment, technical assessment, promotion and job title evaluation, and candidates shall choose one of them for written examination and interview according to their own wishes. Under the same conditions, priority is given to "bilingual" talents who are proficient in Korean and the national common language. Article 15 People's courts, people's procuratorates and administrative law enforcement organs at all levels in the Autonomous Prefecture shall, when performing their duties, use the spoken and written Korean language and the spoken and written Korean language commonly used in the country, and reasonably equip personnel who are familiar with the spoken and written Korean language, so as to guarantee the right of Korean citizens to use their own spoken and written Korean language. For those who are not familiar with the common language of the country, an interpreter should be provided. Legal documents should use Korean and national lingua franca or one of them according to actual needs.
