Meishan is a typical scattered and mixed ethnic minority area. There are 38 ethnic minorities with a population of 65,438+260,000. There is a Hui nationality township that enjoys the treatment of ethnic townships-Qinggang Township, Renshou County. There are 1296 households with 6,504 people who are free to flow, and the population of ethnic minorities has been free to flow for more than 20,000 years, with an increasing trend year by year.

There are 38 ethnic minorities in Meishan city, with a population of about 1 1000, which are scattered in more than 200 towns and villages in the city, showing a state of small settlements and large mixed settlements. Since 2008, the city has seriously carried out the work of helping ethnic minorities, and implemented support funds of more than 2.674 million yuan, benefiting 586 families and 2,560 ethnic minorities, which greatly enhanced the motivation of ethnic minorities to become rich and well-off.

First, the main measures to help the work.

Carry out activities in send warm. In recent years, every major festival, city leaders will lead a team to visit poor ethnic minority households and send them to solatium and condolences. More than 300 city-level units, more than 90 county-level cadres and 460 people from all walks of life participated in send warm activities to varying degrees, forming a good atmosphere for the whole society to care about ethnic minorities.

Implement special support. The municipal finance allocates funds for the development of ethnic minorities and implements special support in the form of "company+farmers" and "association+farmers". In 2008 alone, 60 kinds of aquaculture support projects were implemented, with an investment of more than 6,543,800 yuan, benefiting 90 poor households of ethnic minorities.

Carry out counterpart support. At present, various departments at all levels in Meishan City have designated 1 poor ethnic minority households as municipal target assessment targets.

By the end of 2008, 384 cities and counties in the city had provided 82 projects and 523 pieces of information to 386 poverty-stricken ethnic minority households, built 4,820 square meters of housing, and subsidized 82 poor students and disabled people, with a total assistance fund of 654.38+0.394 million yuan.

The second is the weak link in aid work.

The development of assistance has won the favor of ethnic minorities, but we also found the following problems to be solved urgently in the investigation.

Individual leaders have not paid enough attention to it. It is manifested in the lack of due national consciousness, insufficient understanding of the importance of ethnic assistance work, and failure to put assistance work on the agenda, which is only an "incidental" component of local overall development. Some towns and villages have no leaders in charge, no managers, no working funds, unclear objectives and responsibilities, and it is difficult to implement the work. The working face is narrow and the form is single. There are few social forces involved in the assistance, and the assistance targets are only some poor ethnic minority households.
