In recent years, sixteen provinces, including Shaanxi, Qinghai, Shandong, Heilongjiang, Liaoning and Jilin, have formulated regulations to further solve the living difficulties of retired old workers in the early 1960s according to their actual conditions and financial resources. The scope of assistance has been expanded, the standard of assistance has been raised, and the required funds have been paid by the original streamlined unit, which is allowed by the policy. However, a new contradiction has also emerged, that is, when some provinces implement local regulations, they push the relief of downsizing and resettling old workers from other provinces to their original work units, causing some people to go to their original work units to petition in other provinces, which not only increases the pressure on their original work units, but also makes these people go back and forth in vain and make their lives more difficult. At present, all localities should continue to implement the provisions of DocumentNo. (65)224 on streamlining the relief for retired old workers in the early 1960s. Provinces with local laws and regulations should also take the implementation of Document No.224 as the premise. In line with the provisions of Article 1 of Document No.224, 40% of the original standard wage should be reduced or exempted, whether in this province or other provinces; Those who do not meet the requirements of Article 1 but meet the requirements of Article 7 shall be given social relief to make their living standard not lower than that of the local general public. Those who do not meet the requirements of Document No.224 and local laws and regulations should explain the truth and do a good job in ideological guidance. Simple, rude and pushy methods must not be adopted, let alone let them go to other provinces to find their original work units.
