Is the button stuck? Try pressing the Tab key. If you mean the game menu, then look at the button settings. If it is a steam game menu, the default is Shift+Tab, or you may have set something else. In "steam”→ settings → in-game", you can see the shortcut key to bring up the steam menu in the game.
