Article 16 The administrative department of foreign affairs shall strengthen the administration of examination and approval for going abroad temporarily on business, and adjust or cancel the delegations that violate the regulations and are not suitable for visiting.
Strengthen the control of the total budget for going abroad temporarily on business, and strictly implement the system of pre-examination of funds. If there is no budget arrangement for going abroad, it will not be approved. If there are special needs, it should be submitted for approval according to the prescribed procedures. Article 17 The overseas delegations shall arrange transportation and accommodation according to the prescribed standards, and shall not take chartered flight illegally, chartered flight by private individuals, enterprises or foreign airlines, arrange over-standard houses or cars, increase their visits to countries or regions without authorization, make detours without authorization, or extend their stay abroad without authorization.

In violation of the provisions of this Ordinance, resulting in waste, it is necessary to investigate the responsibility of the relevant personnel according to discipline and law, and investigate the responsibility of the main person in charge or the relevant leading cadres.
Fifty-eighth in any of the following circumstances, the relevant personnel shall be investigated for responsibility:
(1) Appropriating financial funds without approval;
(2) Obtaining approval in violation of regulations by fraud or other means;
(3) Violating the examination and approval requirements;
(four) in violation of management regulations, exceeding the standard or falsely reporting expenses;
(five) using his position to facilitate jobbery;
(six) other acts in violation of the provisions of examination and approval, management and supervision.
Fifty-ninth in any of the following circumstances, the main person in charge or the relevant leading cadres shall be investigated for responsibility:
(a) the problem of extravagance and waste in the region, the department and the unit is serious, and the problems found are not investigated and dealt with effectively, and the cadres and the masses have strongly reflected it;
(2) instigating or conniving subordinate units or personnel to violate the provisions of these regulations and cause waste;
(3) Failing to perform the duties of internal examination and approval, management and supervision, resulting in waste;
(four) failing to disclose the local area, departments and units in a timely manner in accordance with the provisions, and opposing the waste of information;
(5) Other leaders who are responsible for extravagance and waste.
Article 60 In case of waste caused by violation of the provisions of these Regulations, the relevant departments shall, according to the seriousness of the case, give criticism and education, order inspection, admonish conversation, informed criticism or transfer from their posts, order resignation, dismissal or demotion.
Should be held accountable for the party discipline, in accordance with the relevant provisions of the "Regulations on Disciplinary Actions within the Party of China", "Regulations on Disciplinary Actions of Civil Servants in Administrative Organs" and so on, give corresponding disciplinary actions.
Anyone suspected of violating the law and committing a crime shall be investigated for legal responsibility according to law.
Article 61 the economic benefits obtained in violation of the provisions of these regulations shall be confiscated or corrected.
In violation of the provisions of these regulations, those who use public funds to pay or reimburse expenses that should be paid by individuals shall be ordered to make restitution.
Article 62 If the person who is investigated for responsibility refuses to accept the decision, he may appeal to the relevant authorities in accordance with the relevant provisions. The organ that accepts the complaint shall seriously accept it and make a conclusion in accordance with the relevant provisions.
During the appeal, the execution of the award shall not be stopped. Supplementary rules
Article 63 Party committees and governments of provinces, autonomous regions and municipalities directly under the Central Government, and ministries and commissions of central and state organs may, in accordance with these Regulations and in light of actual conditions, formulate detailed rules for implementation. Relevant functional departments shall, according to their respective responsibilities, formulate and improve relevant supporting systems.
State-owned enterprises, state-owned financial enterprises and institutions that do not refer to the civil service law shall be implemented with reference to these regulations.
The China People's Liberation Army and the Chinese People's Armed Police Force shall follow the relevant regulations of the army.
Sixty-fourth of these Regulations shall be interpreted by the general offices of the General Office of the Central Committee of the CPC and the State Council in conjunction with the relevant departments.
Article 65 These Regulations shall come into force as of the date of promulgation. 1May 25, 997 "Several Provisions of the Central the State Council on the Party and government organs to practise economy and stop extravagance and waste" shall be abolished at the same time. Other relevant provisions of the party and government organs to practise economy and oppose waste are inconsistent with these regulations, which shall prevail.
