According to the geographical changes and historical origins, Nantong today is roughly divided into two parts: north and south. The northwest of Nantong is the earliest place to form land, and it is the outer edge of the land of Yangtai Port. Humans have lived and multiplied for more than 5000 years. Today, there are ancient cultural relics such as Qingdun site (Qingdun culture), and most of the rest areas were gradually formed by the rise of offshore sandbars in recent 2000. With the migration of population and the development of fishing and salt farming economy, administrative organizations at all levels have been gradually established. Today, Hai 'an and Rugao in the north of Nantong belonged to wuyue, Chu and other countries during the Spring and Autumn Period and the Warring States Period. In the seventh year of Yixi in the Eastern Jin Dynasty (4 1 1), Ninghai and Rugao counties were located and belonged to Hailing County, which was the beginning of establishing counties in the northern region. Today, the predecessor of southern Nantong is Tonghai area.

By July 2020, Nantong had three districts (Chongchuan District, Tongzhou District and Haimen District), 1 county (Rudong County) and three county-level cities (Qidong City, Rugao City and Hai 'an City) with a total area of 800 1 square kilometer. There are 65 towns, 38 streets, 130 1 administrative village, 624 communities and 6 child-care institutions.
