The General Office of Shaanxi Provincial Government recently issued the "Administrative Measures for Nutrition Improvement Plan for Rural Compulsory Education Students in Shaanxi Province (Trial)", requiring all localities and schools to determine students' dietary contents according to the standards of "safety, nutrition, warmth and delicacy". School canteens should generally be operated independently by the school and managed in a unified way, and should not be outsourced. By 2020, the school canteen will be fully served. The school should set up a food management committee.
The Provincial Department of Education requires that all schools that set up canteens should set up catering management committees, which are composed of representatives of students, parents, trade union cadres and teachers to exercise the functions of inspection, supervision and evaluation of canteens. The municipal and county education administrative departments shall, jointly with the departments of price, finance and auditing, take regular inspections and spot checks to strengthen the supervision and auditing of school canteens.
