In order to enhance national strength and strengthen national defense construction, under the leadership of Marshal Nie of the National Defense Science and Technology Commission, we began to develop "two bombs and one satellite" (missiles, nuclear bombs and satellites) and their launching systems, chose Jiuquan, an uncultivated virgin land in the northwest, established a comprehensive rocket test base and established the 20th training base of the People's Liberation Army. Lin Yi is the deputy commander of the base and the Minister of the Second Aviation Department. Since then, he left the post of Chief of Staff of Beijing Air Force and entered Jiuquan Gobi.

1962, the missile designed for the first time in China broke down in flight test, which made everyone realize the importance and urgency of ground test (all-missile test). In order to ensure the smooth development, it is imperative to do a good job of ground test and speed up the construction of all-missile test bed. 1June 1962, with the cooperation of famous domestic design and construction units, comrades devoted themselves to the construction of the first rocket and missile test-bed in Asia with full political enthusiasm and serious and responsible work spirit, which attracted worldwide attention. The test-bed was fully completed in1June 1963. In this process, Lin Yi organized 42 on-site regular meetings to ensure the construction quality and progress. During the period of 1964, Chinese Academy of Sciences organized scientists to visit Platform 4, and they were amazed at its construction speed and level. Later, many tests before the launch of China's first artificial satellite were carried out here.

Lin Yi is the seventh vice chairman of China Shipbuilding Engineering Society. In September, China Society of Shipbuilding Engineering held a 60th anniversary celebration in Beijing.
