On the surface, there will be menstruation when the breasts and genitals develop to a certain level. In a deeper sense, a woman's menstruation is the childish beginning of these internal reproductive organs, such as ovary and uterus. That is to say, she can give birth, which of course has to be compared with the development of external reproductive organs to a certain level. Therefore, menstruation must come after puberty for some time. Ordinary girls start from the age of ten to eleven, such as the development stage. In appearance, girls who are eleven or twelve years old will show a very obvious second sexuality. And 12-year-old girls usually have menstruation. Rural areas are generally later, [note: many ethnic groups develop early] 14 or 15 years old. Contrary to boys, girls develop early, but slowly and end early, while boys develop late, develop fast and end late. So boys have much more room for development than girls. It is precisely because of this difference that boys develop late that many men who have never seen a newly-born girl will have an attack of "girls haven't grown up at sixteen" and so on. In fact, even boys are mostly grown up at the age of sixteen.
