Materials:
1 fish, 1 tbsp salt, 1 tbsp pepper, 1 tbsp cooking wine, 1 tbsp soy sauce, 1 tbsp sugar, 3 slices of ginger, 3 branches of green onion, 1 tbsp pepper, 1 tbsp sesame oil, 2 tbsp flour, 2 tbsp cornstarch, 1 tbsp vegetable oil, 4 tbsp water, and flour in moderation.
Methods:
1. Wash the fish, remove the viscera, add salt, pepper, cooking wine, soy sauce, sugar and flour and mix well, marinate for 15 minutes;
2. Pat the ginger slices and green onions;
3. Take a bowl, pour in the pepper powder, sesame oil, flour, cornstarch, vegetable oil and water, stir well;

5. Take a frying pan, put a proper amount of vegetable oil in the pan, heat it to 70%, put the stirred fish, fry it until golden;
