What does beginning of winter mean?
This means the beginning of winter. In ancient times, beginning of winter's "standing" meant the beginning and "winter" meant the end. "Twenty-four solar terms" records: "Everything must be harvested in winter", which means that all the crops in autumn are harvested and put into storage, and all the animals are hiding and hibernating. In other words, beginning of winter represents the coming of winter, the gathering of all things, and shelter from the cold.

What's the weather like in early winter?
Statement 1: "It is sunny in early winter, but it is cold in winter."
This proverb means that it is sunny in early winter, so people can spend the winter without wearing cotton-padded jackets. On the surface, beginning of winter has a solar term and sunny days. In fact, it is said that the next winter will be very warm, which will lead people not to wear cotton-padded jackets for the winter. This sentence is still biased towards the southern region and has regional characteristics. But warm winters may be common.
Statement 2: "It's sunny in beginning of winter and sunny in winter."
This sentence also tells us that if the solar terms in beginning of winter are sunny, then the whole winter will be dry with little rain and snow, and if there are many sunny days, there will be warm winter weather.
Statement 3: "If it rains in early winter, it will rot in winter, and it is empty to eat rice."

The so-called "rotten" means that there is too much rain and snow, and it encounters low temperature in winter. It freezes hard at night and begins to melt during the day. This muddy road is the hardest to walk.
There is also a folk saying that "it rains in beginning of winter and it rains in winter". If it rains on the day when winter begins, it may be a cold winter. Of course, this is a common saying in southern China.
If it rains all winter, there won't be enough firewood. Because it rains for a long time, the grain is easy to get moldy and it is difficult to go out to buy, so that "rice and grain are empty."
