Chongqing Bai Gongguan was originally the suburban villa of Sichuan warlord Bai Juyi, who claimed to be a descendant of Bai Juyi, and borrowed his alias "Xiangshan Jushi" to name the villa "Xiangshan Villa".

In 1939, Daiasa, the head of the Junta's secret service, bought the villa with a large sum of money and turned it into a prison for persecuting revolutionaries.

In 1943, when the Sino-American Special Technical Cooperation Institute was established, Bai Gong Guan was used as the third guest house of the Institute, and the detainees were moved to the nearby Jagged Cave.

After the victory in the war, Bai Gong Guan was used as a special detention center, and in the spring of 1947, the "prisoners" in Jieju Cave were moved back to Bai Gong Guan.
