Article 2 The river outfalls referred to in these measures, including directly or indirectly through ditches, canals, pipelines and other facilities to rivers, lakes (including canals, canals, reservoirs and other waters) discharging sewage outfalls (hereinafter referred to as outfalls). Article 3 in the administrative areas of the city to set up outfalls and the use of outfalls supervision and management, shall comply with these measures. The outfall setup includes new construction, reconstruction and expansion of outfalls. Article 5 in the administrative area of the city to set up outfalls, shall apply to the competent water administrative department or watershed management agency with jurisdiction, and by the relevant administrative departments in accordance with the following provisions of the review:

(a) the need for water resources demonstration, must be included in the water resources demonstration report on the setup of the river outfall demonstration, and in accordance with the authority of the examination of water resources demonstration by the water administrative department with the authority to review The water administrative department in charge of the review of water resources demonstration review, together with the outfall set up for review.

(C) the setting of other outfalls, in accordance with the provisions of the river and lake and water conservancy project management authority, by the competent department of water administration or watershed management organization is responsible for the review. Article 6 The setting of outfalls shall be examined and approved by the competent department of water administration or the watershed management organization, and then the competent department of environmental protection administration shall approve the environmental impact report (table). The competent administrative department for environmental protection shall issue a sewage discharge license to the unit or individual whose sewage discharge it approves. Article 7 application for the establishment of outfall shall submit the following written materials:

(1) outfall set application;

(2) construction project based on the documents;

(3) outfall set demonstration report;

(4) outfall design and construction program;

(5) other materials shall be submitted in accordance with the law.

Article 8 The outfall setting demonstration report shall include the following contents:

(1) the water quality of the waters where the outfall is located, the reception of sewage and the current situation of water intake;

(2) the location of the outfall, the discharge mode;

(3) the main types of pollutants contained in the sewage into the river, and its discharge concentration and total volume;

(4) the requirements of the protection of water quality of the waters, the impact of the sewage into the river on the water quality and water function areas. water quality and water function areas;

(v) the impact of outfall installation on interested third parties;

(vi) water quality protection measures and effect analysis;

(vii) the conclusion of the demonstration.

Set up an outfall should be handled in accordance with the law for the review of construction projects within the management of the river, but also on the impact of construction projects on flood control should be demonstrated. The application materials are incomplete or do not meet the statutory form, shall be received within five days from the date of application for outfall setup, notify the applicant to correct all the contents of the application materials. Failure to notify the corrected content, from the date of receipt of the application materials shall be accepted. Article XI of the water administrative department or watershed management organization shall accept the outfall set up within twenty days from the date of application to make a decision. Agree to set up outfalls, should be made to agree to set up outfalls of the review; do not agree to set up outfalls, should be in writing to explain the reasons, and to inform the applicant of the right to apply for administrative reconsideration or administrative litigation according to law. The time required for expert review and hearing is not counted in the above period.
