In July 1984, he was appointed as the deputy president and member of the Party Leadership Group of Tengxian People's Court. In September 1993, he was appointed as the deputy secretary and deputy president of the Tengzhou Municipal Court Group to preside over the work. In June 1994, he was appointed as the Party Leadership Group of Tengzhou Municipal People's Court. Secretary and Acting President, he was elected as President in February of the following year.
