Before the inspection, the recruitment agency or the competent department of civil servants should conduct business training for the members of the inspection team.
(two) the investigation work should rely on the organization and the masses of the unit (school, community) where the object of investigation is located, and take individual talks, seminars, democratic evaluation, access to archives, interviews with the object of investigation, etc. If necessary, you can also go to the unit where the subject has worked or studied for an extended inspection. During the inspection, the unit or relevant department of the inspected object may be asked to provide identification or proof of its daily performance. During the inspection, the inspection announcement can be made in the unit where the inspection object is located. For the investigation of returned overseas students and overseas personnel, the departments of foreign affairs and education may be invited to help them understand the relevant situation or provide relevant certification materials.
(3) The inspection work should adhere to the standard of having both ability and political integrity and putting morality first, take various forms according to the requirements of the position to be hired, fully listen to the opinions of relevant parties, fully understand the political thoughts, moral conduct, law-abiding, self-discipline awareness, ability and quality, work attitude, study and work performance, and situations that need to be avoided, objectively and fairly evaluate them, and further review the application qualifications of the inspected objects. Among them, those who apply for the position of the people's police should also be inspected according to the relevant political examination regulations for hiring the people's police.
(4) The object of investigation should have good ideological and political quality, be able to strictly abide by national laws and regulations, meet the prescribed qualifications for entering the examination, have the necessary quality and ability to perform job responsibilities, be able to observe social morality, professional ethics and family virtues in an exemplary manner, and be honest and self-disciplined. According to the relevant national documents, one of the following circumstances shall not be determined as the person to be hired:
1, does not have the qualifications for the examination. Specifically, it includes: those who have been criminally punished for crimes; Having been expelled from public office; Being found to be in violation of discipline and discipline in the recruitment of civil servants and other personnel examinations and still in the processing period; Civil servants have been dismissed for less than 5 years; Civil servants and registered staff of the management unit with reference to the Civil Service Law (including probationary personnel), active servicemen, and non-fresh graduates of full-time colleges and universities; And other circumstances that do not meet the qualifications prescribed for the position and are not allowed to be employed as civil servants according to the law.
2, did not meet the basic quality standards of civil servants, civil servants occupation should be prohibited behavior. Specifically, it includes: spreading statements that damage the reputation of the country, organizing or participating in activities aimed at opposing the country, such as assembly, procession and demonstration; Organizing or participating in an illegal organization, organizing or participating in an illegal strike; Dereliction of duty, delaying work; Suppressing criticism and taking revenge; Practicing fraud, misleading or deceiving leaders and the public; Corruption, bribery, bribery, taking advantage of his position to seek personal gain for himself or others; Violating financial discipline and wasting national or collective assets; Abuse of power to infringe upon the legitimate rights and interests of citizens, legal persons or other organizations; Divulging state secrets or work secrets; Damage the honor and interests of the state in foreign exchanges; Participating in or supporting pornography, drug abuse, gambling, superstition and other activities; Serious violation of professional ethics, social morality and family virtues.
3, there have been violations of laws and regulations, affecting the image of civil servants. Specifically, it includes: those who violate the criminal law are exempted from criminal punishment; Having received reeducation through labor; Having been expelled from the Party or League membership; Being expelled from school during the period of higher education; Having committed serious fraud in the national statutory examination; In the past three years, he has been punished by serious demerits, demotion, dismissal, retention (staying in the party, staying in school) and other punishments; Less than five years after the staff of a public institution is dismissed; Civil servants in leading positions have resigned or been ordered to resign for less than three years; Concealing important personal information, so that the recruitment agency cannot understand the real situation.
4. Bad political morality, poor sense of social responsibility and serving the people, and other situations that are not suitable for civil servants.
5. Those who apply for important positions such as confidentiality in provincial organs, who have incomplete important archival materials, unclear personal experience and unclear historical status, and may affect national security after employment, shall not be determined as candidates.
Among them, those who apply for the position of people's police (including the position of judicial police in the court and procuratorate system) shall not be determined as candidates in any of the following circumstances except the above:
(1) has been punished by juvenile discipline or public security detention in the past two years;
(2) The spouse, immediate family members and collateral blood relatives who have great influence on me are sentenced to death or sentenced for endangering national security, or are serving sentences for other crimes;
(3) Spouses, lineal relatives and collateral blood relatives who have great influence on themselves are being investigated and controlled by political and legal organs because of serious political mistakes or criminal suspects, or the backbone of cult organizations are stubborn and continue to adhere to wrong positions;
(4) Spouses, lineal relatives and collateral blood relatives who have a great influence on me are engaged in activities to subvert China's political power outside the country (territory), or the political background outside the country (territory) cannot be ascertained after 30 days of inspection;
(5) there are other circumstances that are not suitable for employment as the people's police.
(5) After the inspection, the inspection team shall truthfully write a written inspection report.
The inspection report shall be signed by all members of the inspection team. The certification materials attached to the inspection report shall indicate the source, and shall be signed or stamped with the official seal by the relevant witness. When the investigation object disagrees with the investigation results, the recruitment agency or the competent department of civil servants shall conduct a review and make a review conclusion. Those who fail to pass the inspection will not be hired.
