The following is the full text of the salt industry system reform plan:
In order to implement the decision-making arrangements of the CPC Central Committee and the State Council, promote the reform of the salt industry system, realize the effective allocation of salt industry resources, further release market vitality, and promote the healthy and sustainable development of the industry, the following scheme is formulated.
I. General requirements
(1) guiding ideology. We will fully implement the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth and Fifth Plenary Sessions of the 18th Central Committee and the Central Economic Work Conference, conscientiously implement the development concept of innovation, coordination, green, openness and * * * enjoyment, focus on ensuring the quality and supply safety of salt, promote the structural reform of the supply side on the basis of adhering to the salt monopoly system, adhere to the rule of law, innovate management methods, improve salt reserves, and establish a fair competition and moderately regulated market.
(2) Basic principles.
Highlight salt safety. Improve the supervision mechanism of salt, strengthen the construction of enterprise standard conditions and credit system, improve the social salt reserve system, broaden the supply channels of iodized salt, ensure the quality of salt and realize scientific iodine supplementation.
Release market vitality. Cancel the regional restrictions on salt production and marketing, reform the salt pricing mechanism and industrial salt management, encourage enterprises to operate independently, integrate production and marketing, and continue to become better and stronger through mergers and acquisitions, thus providing impetus for the healthy development of the industry.
Pay attention to overall planning. Combine ensuring salt safety with stimulating market vitality, coordinate various reform measures, establish communication and coordination mechanisms, strengthen work guidance and effect evaluation, and ensure the steady progress of reform.
Insist on managing salt according to law. Improve laws, regulations, policies and measures, speed up the construction of standard system, establish and improve the supervision system, clarify the management responsibilities of all parties, innovate management methods, and implement governance according to law.
Two, strengthen the professional supervision of salt, improve the salt monopoly system.
(3) Improve the fixed-point production system of salt. No longer approve new fixed-point salt-making enterprises, to ensure that the number of enterprises only decreases. Encourage the integration of production and marketing of salt production and wholesale enterprises. Encourage social capital to enter the field of salt production and cooperate with existing fixed-point production enterprises.
(four) improve the salt wholesale franchise system. Adhere to the wholesale franchise system, take the existing salt fixed-point production enterprises and salt wholesale enterprises as the base, no longer approve new salt wholesale enterprises, encourage salt wholesale enterprises and fixed-point production enterprises to merge and reorganize, and other commodity circulation enterprises shall not engage in salt wholesale. Encourage state-owned salt wholesale enterprises to introduce social capital through investment, joint investment, enterprise restructuring and other ways to carry out strategic cooperation and resource integration on the basis of maintaining state-owned holdings.
(5) Improve the professional supervision system of salt industry. Keep the existing professional salt industry supervision system unchanged, and the salt industry authorities are responsible for the management and supervision of salt according to law. The Ministry of Industry and Information Technology is the competent institution of salt industry in the State Council, in charge of the national salt industry work, responsible for formulating the salt industry development plan and industrial policy, managing the national salt monopoly work, and ensuring the development and stability of the salt industry. The salt authorities authorized by the local people's governments at or above the county level shall be responsible for the management of salt monopoly within their respective administrative areas. Salt authorities at all levels and public security, justice, health and family planning, industry and commerce, quality inspection, food and drug supervision and other departments carry out their duties and cooperate closely to strengthen salt safety supervision according to law. Combined with the reform of administrative law enforcement system, explore and promote the reform of salt safety supervision system, study and divest the administrative functions undertaken by salt wholesale enterprises, and create conditions to transfer the management and supervision functions of salt quality and safety to food and drug supervision departments or market supervision departments. Accelerate the construction of an electronic traceability system for salt, so that the source of salt can be traced, the flow direction can be inquired, the risks can be prevented, and the responsibilities can be investigated.
Three, promote the comprehensive reform of salt management, improve the salt reserve system.
(6) Reform the regional restrictions on the production and wholesale of salt. Cancel the regulation that the fixed-point salt production enterprises can only sell to the fixed-point wholesale enterprises, allow the production enterprises to enter the field of circulation and sales, independently determine the quantity of production and sales and establish sales channels, carry out cross-regional operation with independent brands, realize the integration of production and sales, or entrust enterprises with salt wholesale qualifications to sell as agents. Cancel the regulation that salt wholesale enterprises can only sell within the designated scope, and allow them to buy salt from designated salt production enterprises to carry out cross-regional operations. Provincial salt wholesale enterprises can carry out inter-provincial operations, and salt wholesale enterprises below the provincial level can carry out operations within provinces (autonomous regions and municipalities). Encourage salt enterprises to rely on the existing marketing network, vigorously develop modern circulation methods such as e-commerce, chain operation, logistics and distribution, and carry out comprehensive commodity circulation business.
(7) Reform the government pricing mechanism of salt. Liberalizing the ex-factory, wholesale and retail prices of salt shall be determined independently by enterprises according to factors such as production and operation costs, salt quality and market supply and demand. Price management departments at all levels should strengthen the market monitoring of the retail price of salt, cooperate with the salt authorities to take measures to keep the price basically stable, and under special circumstances, price intervention or other emergency measures can be taken according to law to prevent abnormal fluctuations in the price of ordinary salt.
(eight) the reform of industrial salt marketing management. Cancel the filing system and quasi-transportation permit system for industrial salt of two alkalis set up by local governments, cancel all kinds of restrictions on small industrial salt and salt products entering the market, and liberalize the market and price of small industrial salt and salt products. The provincial people's governments should earnestly implement the requirements of liberalizing the control of industrial salt transportation and marketing, study and formulate implementation rules, accountability and other related management measures, and the Ministry of Industry and Information Technology should strengthen supervision and inspection. Industrial salt production enterprises shall establish and keep complete production and sales records to prevent industrial salt from flowing into the salt market. Quality inspection departments should urge production enterprises to improve product quality, strengthen quality supervision of industrial salt products, investigate and deal with unqualified products according to law, and industrial and commercial departments should investigate and deal with false advertisements and infringement and counterfeiting according to law.
(9) Reform the salt reserve system. Establish a whole social salt reserve system consisting of government reserves and corporate social responsibility reserves to ensure the safe supply of salt and primary iodine in the event of natural disasters and emergencies. Provinces (autonomous regions and municipalities) shall establish government salt reserves according to local salt supply and demand, and the reserve scale shall not be lower than the salt consumption of the province (autonomous regions and municipalities) 1 month. They can rely on the storage capacity of existing salt wholesale enterprises, or choose qualified salt production enterprises to implement dynamic storage. The fiscal budget at the corresponding level shall arrange funds to provide loans, interest subsidies, management fees and other support for salt reserves. Increase the audit of reserve subsidy funds and accept social supervision. Improve the enterprise salt reserve system, limit the minimum and maximum inventory of salt production and wholesale enterprises, and prevent the shortage of salt market supply and enterprise hoarding. The minimum inventory shall not be lower than the average sales volume of the enterprise for 65,438+0 months under normal circumstances. Specific list standards are proposed by industry associations and approved by the Ministry of Industry and Information Technology. Salt authorities at all levels should strengthen the supervision and inspection of the inventory situation. Encourage enterprises to establish social responsibility reserves at their own expense based on the minimum inventory when the supply-demand relationship is stable or the production capacity is greater than the demand. The supply of raw iodine is managed according to the current mode, and the central government gives appropriate support to the procurement of raw iodine and the production and supply of iodine additives.
Four, strengthen the construction of salt management system to ensure the safety of salt supply.
(ten) strictly regulate the qualification of salt production and wholesale enterprises. The Ministry of Industry and Information Technology took the lead, and the Food and Drug Administration and other relevant departments actively participated. According to the relevant laws and regulations, considering the technical level, health protection conditions and other factors, the standard conditions for salt production and wholesale enterprises are formulated. Provincial salt authorities should re-examine the qualifications of existing salt production and wholesale enterprises in accordance with the new standard conditions and report them to the Ministry of Industry and Information Technology for the record, publicize them on designated websites and accept social supervision.
(eleven) to speed up the construction of the credit system. Salt authorities at all levels shall, jointly with relevant departments and industry associations, establish credit records of salt production and wholesale enterprises and their responsible persons and senior executives, and incorporate them into the unified national social credit system. Relying on the national credit information sharing platform, the national enterprise credit information publicity system and the website designated by the local government, establish and improve the information publicity system, publicize the relevant information of social capital entering the field of salt production and wholesale before entering, and regularly publicize the relevant information of all enterprises and their responsible persons every year. For enterprises and individuals who violate the law and lose faith, relevant departments should strengthen supervision and implement joint punishment according to law. If the consequences of the behavior are serious and affect the safety of salt, measures such as industry ban should be taken according to law. Salt industry associations at all levels should play a good role in coordination, communication and industry self-discipline.
(twelve) to strengthen the scientific work of iodine supplementation. Give full play to the role of salt production and wholesale enterprises in ensuring supply, effectively broaden the supply channels of iodized salt, ensure the coverage rate of qualified iodized salt is above 90%, and meet the consumption demand of non-iodized salt for specific groups. Actively do a good job in the publicity and education of scientific iodine supplementation, and improve the awareness of pregnant women, children and people in iodine-deficient areas. The National Health and Family Planning Commission is responsible for formulating iodized salt standards, organizing the monitoring of iodine deficiency disorders, and publishing the iodine nutrition status of the regional population; Provincial health and family planning departments are responsible for delineating iodine-deficient areas in remote and poor areas, doing dynamic monitoring and adjusting the scope of relief areas in time. According to the actual situation, all localities can flexibly choose ways such as government subsidizing transportation and marketing expenses or directly subsidizing poor people to ensure that people in remote and poor areas and economically underdeveloped border ethnic areas can afford qualified iodized salt, and establish a linkage mechanism linked with social assistance standards and prices, and timely adjust the guarantee standards.
(thirteen) to strengthen the construction of emergency mechanism. The Ministry of Industry and Information Technology is responsible for the coordination and disposal of the national salt supply emergencies. Salt authorities at all levels shall, jointly with relevant departments, study and formulate emergency plans for salt supply, and file them with the emergency management department of the government at the same level. In case of emergency, the salt industry authorities shall, in accordance with the provisions of the emergency plan, invest in government reserves and allocate corporate social responsibility reserves to ensure the stability of the salt market.
(fourteen) to promote the salt industry enterprises to become better and stronger. In accordance with the requirements of the CPC Central Committee and the State Council on deepening the reform of state-owned enterprises, we should speed up the reform of the company system and shareholding system of state-owned salt enterprises, establish a standardized corporate governance structure, actively develop mixed ownership, change the operating mechanism, revitalize enterprise assets and enhance vitality. Encourage the merger and reorganization of salt production and wholesale enterprises, allow all kinds of financial investors to participate in various forms, increase capital investment in advantageous enterprises, support enterprises to raise funds through the capital market or public listing, form a group of enterprise groups with core competitiveness, and lead the development of the industry. Will solve the problems left over from the history of the central salt industry enterprises into the central state-owned capital operating budget expenditure scope for overall consideration, governments at all levels should implement the tax preferential policies such as asset evaluation and appreciation, land change registration and free transfer of state-owned assets involved in the merger, reorganization and integration of state-owned salt enterprises.

Relevant departments and local governments in the State Council should, in accordance with the relevant laws and regulations and the spirit of this plan, pay close attention to cleaning up the existing regulations and policies on salt industry management, put forward suggestions for reform and abolition according to procedures, promote the improvement of laws and regulations, and promote the healthy development of salt industry.
(sixteen) the establishment of a transition period, step by step to implement the reform. The licenses of existing fixed-point salt production enterprises and salt wholesale enterprises are not renewed, and the validity period is extended to 20 18 12 3 1. From 20 18 1, existing fixed-point salt production enterprises and wholesale enterprises can apply for licenses in accordance with the new regulations and engage in corresponding business activities according to the scope of licenses.
(seventeen) conscientiously implement the work responsibilities. The people's governments at the provincial level shall take overall responsibility for the reform of the salt industry system within their respective administrative areas, strengthen organizational leadership, clarify the supervisory responsibilities of relevant departments, formulate specific work plans according to the reform direction and main principles determined in this plan, make overall arrangements for government salt reserves, financial subsidies for iodized salt supply in remote and poor areas and economically underdeveloped border ethnic areas, and fully implement various tasks of reform. All relevant departments in the State Council shall, in accordance with the requirements of the Plan, pay close attention to formulating supporting policies and measures, establish a cooperative linkage mechanism, and form a joint force of supervision. The National Development and Reform Commission and the Ministry of Industry and Information Technology should strengthen work guidance and overall coordination, do a good job in supervision, inspection and effect evaluation, study and put forward solutions to new problems in reform in time, ensure salt safety and market stability, and report major problems to the State Council in time.
