The meeting summarized the development of Camellia oleifera industry in China since the second on-site meeting of Camellia oleifera industry development, deeply studied the innovative development model and mechanism of Camellia oleifera industry, and comprehensively deployed the development work of Camellia oleifera industry during the period of 20 1 1 and the "Twelfth Five-Year Plan".
I. Main spirit of the meeting
The spirit of the meeting was mainly reflected in the important speeches of Director Jia Zhibang and Deputy Director Zhu Lieke of the State Forestry Administration. The meeting held that the development of China's Camellia oleifera industry has made new progress and new achievements in the past year: First, the contradiction between improved camellia oleifera seedlings has been greatly alleviated, and the quality of seedlings has been further improved. Second, the afforestation of Camellia oleifera has progressed steadily. Last winter and this spring, the area of newly-built camellia oleifera forest in China reached more than 2.6 million mu, four times that of 2009. Third, the low-grade planting of Camellia oleifera has been strengthened, and the national low-grade planting area has exceeded 3 million mu. Fourth, the efforts to support the development of Camellia oleifera industry have been increasing, and the funds invested in Camellia oleifera industry have reached 510.70 billion yuan in the past year. Fifth, the enthusiasm of all sectors of society to participate in the development of Camellia oleifera industry is increasing. Sixth, scientific and technological support has been further strengthened, and new achievements have been made in the breeding of new varieties, deep processing of products and technical popularization and training.
The meeting pointed out that there are five problems to be solved urgently in the current development of Camellia oleifera industry: First, with the continuous improvement of the production and supply capacity of improved varieties, capital has become a new bottleneck restricting the development of the industry. Second, there is a serious shortage of technicians who directly provide technical services to the production line at the grassroots level. Third, the long-term mechanism to promote the sound and rapid development of Camellia oleifera industry has not yet been formed, such as the subsidy for improved varieties of Camellia oleifera has not yet been implemented, the subsidy standard for new afforestation is low, and the development model in some places is not scientific enough and the mechanism is not flexible enough. Fourth, the phenomenon of rebuilding light pipes is common, and some places are still developing blindly regardless of conditions. Fifth, it is urgent to rectify order and standardize management in the processing field.
The meeting stressed that during the "Twelfth Five-Year Plan" period, the development of Camellia oleifera industry should grasp five key points:
First, focus on building a high-yield camellia forest base. It is necessary to strictly control the "three islands pass" of seedling, planting and management, firmly grasp the foundation of improved varieties and strong seedlings, ensure that afforestation seedlings come from designated production units confirmed by the provincial seedling department, and truly prevent afforestation without improved varieties and strong seedlings; It is necessary to further strengthen the law enforcement of seedlings, strictly implement the production license system for camellia oleifera seedlings, and resolutely ban non-designated seedling units together; Strictly implement the technical regulations and standards for afforestation of Camellia oleifera, set up professional teams to carry out afforestation operations where conditions permit, and attach great importance to the management and tending in the later stage of afforestation.
The second is to do a good job in the key link of product processing. It is necessary to strengthen the deep processing of tea oil and the comprehensive utilization of by-products, extend the industrial chain and improve the comprehensive economic benefits; Constantly innovate the processing technology and standardize the operation process; Strict product quality supervision to ensure the edible safety of tea oil.
Third, continue to strengthen the important guarantee role of policy support. Focus on establishing a multi-channel investment mechanism and actively strive for the state to further improve the subsidy standard for new afforestation of Camellia oleifera; Implement the subsidy system for improved varieties of camellia oleifera; Introduce relevant policies on forest land transfer as soon as possible; Further increase financial support at the provincial and county levels and expand the scale of special funds; Attract social input from enterprises, financial institutions, social organizations, large afforestation households and so on through innovative mechanisms and models. Further tap the potential, integrate all kinds of project funds, and increase support for Camellia oleifera industry.
Fourth, give full play to the powerful supporting role of science and technology. Do a good job in the implementation of major national science and technology projects; Strengthen training and vigorously promote the application of existing scientific and technological achievements and practical technologies; To formulate and improve the standards of each production link in the development of Camellia oleifera industry.
The fifth is to further strengthen publicity and guidance. Continue to vigorously publicize the extreme importance of improved varieties in the development of Camellia oleifera industry; Publicize the good development mechanism and mode of promoting the development of Camellia oleifera industry in various places; Promote the nutritional value and health care function of tea oil.
Two, fully understand the good situation and existing problems of Camellia oleifera industry development in our province.
(1) The provincial party committee and government attach great importance to camellia oleifera industry. Over the past year, our province has issued a series of policies and measures to support the development of Camellia oleifera industry. First, the provincial government set up a leading group for the development of oil-saving tea industry, headed by Chen Daheng, member of the Standing Committee of the Provincial Party Committee and vice governor, and composed of personnel from relevant departments, and set up an office in the Provincial Forestry Department to co-ordinate the development of camellia oleifera industry in the province. Second, in March this year, the provincial government issued the Opinions on Accelerating the Development of Camellia oleifera Industry (Gan Fu Fa [20 10] 1 1), and compiled the Medium and Long-term Plan for the Development of Camellia oleifera Industry in Jiangxi Province (201-2020). Third, starting from 20 10, the provincial finance will arrange 50 million yuan each year to set up a provincial-level special fund for the development of Camellia oleifera industry, focusing on supporting the construction of breeding bases for improved camellia oleifera seedlings, the research and development of deep-processed products and the construction of Camellia oleifera industrial science and technology parks. Fourth, further strengthen the integration of funds for forestry, land consolidation, comprehensive agricultural development, poverty alleviation, agricultural industrialization, work-for-work relief, soil and water conservation, scientific research and innovation, and support the development of Camellia oleifera industry.
(2) The production and management of Camellia oleifera seedlings were further standardized. Further strengthen the inspection of seedling law enforcement; According to the Measures for the Quality Management of Camellia oleifera seedlings in Jiangxi Province (Ganlinzaozi [2009] No.300) and the Notice on Standardizing the Fixed-point Production of Camellia oleifera seedlings and Seedling Management of Afforestation Project in our province (Ganlinzaozi [2009] No.472), the identification of cutting seedlings of Camellia oleifera was carried out and seedlings were raised at fixed points. Carry out "Camellia oleifera seedling quality month" activities, further improve the production and operation license system of Camellia oleifera seedlings, and standardize the production and operation of Camellia oleifera seedlings.
(3) The afforestation area is increasing, and the afforestation standard is further improved. According to statistics, in 2009, the area of newly-built camellia oleifera forest in the province reached 582,000 mu, an increase of more than 400,000 mu compared with 2008, which was the highest year in history, attracting a large number of powerful enterprises and large households to participate in the development of camellia oleifera industry. In the afforestation process of the project, strictly implement the Technical Specification for High-yield Clones Cultivation of Camellia oleifera in Jiangxi Province (DB36/T 551-2009), strengthen supervision and inspection, and obviously improve the afforestation quality.
While seeing the good development trend of Camellia oleifera industry in our province, we should also clearly see the main problems at present: First, we don't know enough about the importance of Camellia oleifera seedlings. Some planting enterprises, large households and even a few forestry authorities have insufficient understanding of the importance of the quality of Camellia oleifera seedlings. In some places, seedlings from non-designated nursery units are still being used for afforestation, and the law enforcement of unlicensed seedlings is not strict. Second, the quality of afforestation has improved, and the design and construction of afforestation in some places do not meet the requirements of afforestation regulations for high-yield camellia oleifera forests. Third, a few counties have not completed the project afforestation plan. Fourth, the phenomenon of heavy planting and light management is widespread, the survival rate of afforestation is declining, and the growth of seedlings is not good. Fifth, the industrial development model and mechanism need to be improved, and some good practices and experiences have not been well promoted.
Three, several tasks that should be focused on at present
In order to implement the spirit of this meeting, combined with the actual development of Camellia oleifera industry in our province, we hereby put forward the following opinions:
(1) Continue to play the guiding role of policy support. With the rapid development of Camellia oleifera industry, problems such as shortage of funds and lack of service system are becoming more and more prominent. All localities should actively strive for the government's policy support for Camellia oleifera industry, take the lead by the government, actively build a financing platform, formulate relevant policies, encourage enterprises, financial institutions, social organizations, individual and private owners and other social funds to participate in shares, and establish a development mechanism of * * * benefits and * * risks. It is necessary to give full play to the advantages of the government's overall planning of all kinds of project funds, increase investment in Camellia oleifera industry, and guide the establishment of a socialized service system for Camellia oleifera industrialization, which is market-oriented, centered on economic benefits, supported by local resources, supported by scientific and technological strength, with professional cooperatives, planting enterprises, farmers, processing enterprises, circulation enterprises and service units as the main bodies, and provides technology, funds, information, management, training and production materials for Camellia oleifera before, during and after production.
(2) Strengthen seedling quality management. In order to strengthen the understanding of the extreme importance of improved varieties of Camellia oleifera, according to the Notice of the State Forestry Administration on Accelerating the Development of Camellia oleifera Seedlings and Strengthening the Quality Management of Camellia oleifera Seedlings (Chang Lin Fa [2008] No.213) and the Measures for the Quality Management of Camellia oleifera Seedlings in Jiangxi Province (Gan Lin Zao Zi [2009] No.300) issued by the Provincial Forestry Department, Notice on Standardizing the Fixed-point Production of Camellia oleifera Seedlings and Seedling Management of Afforestation Project in our province (No.472 [2009] No.300) and the requirements of "four definiteness and three definiteness", organize seedling production, strictly implement the production and operation license system of Camellia oleifera seedlings, resolutely ban unlicensed production and non-designated seedling sites, gradually change the current situation of mixed-line seedling raising, actively promote seedling raising, and realize clear seedlings and afforestation of Camellia oleifera seedlings.
(three) do a good job in the construction of high-yield demonstration forest base of Camellia oleifera. First, we must ensure the quality of seedlings. High-yield demonstration forest must use qualified seedlings of designated seedling raising units in the province, otherwise the project will not be accepted and funds will not be allocated. At the same time, actively promote the use of container seedlings and biennial seedlings to improve the survival rate of afforestation. The second is to ensure the quality of afforestation. The construction was carried out in accordance with the requirements of "Design Code for Camellia oleifera Afforestation in Jiangxi Province (Trial)" and "Technical Code for Cultivation of Camellia oleifera Clone High-yield Forest in Jiangxi Province" (DB36/T 551-2009). On the premise of adhering to the "four noes", we will not engage in reclamation around or with reclamation, and will not destroy the original ecological environment. We will try our best to use big holes for land preparation and afforestation. The third is to control the progress of afforestation. It is necessary to complete the afforestation task of the project in the current year with good quality and quantity. If there is a shortage, no projects will be arranged in the second year. The fourth is to ensure the management and protection in the later stage of afforestation. It is necessary to strengthen post-planting management and implement technical measures such as tending, pruning and fertilization to ensure afforestation quality and survival rate.
(4) Do a good job in the key links of product processing. At present, the processing capacity of Camellia oleifera in our province is close to 654.38+10,000 tons, but the output of Camellia oleifera produced by processing enterprises above designated size is less than 20,000 tons per year, and most of them are produced by enterprises with backward equipment and technology, even by manual workshops, so the product utilization rate is low and the product safety cannot be guaranteed. First of all, we must raise the threshold for handling access. In accordance with the principle of "supporting the big, the strong and the excellent", we will cultivate a number of leading enterprises in Camellia oleifera processing with strong competitiveness and wide driving range to enhance market competitiveness. Encourage existing processing enterprises to speed up technological transformation and process equipment renewal through asset reorganization and capital operation, standardize operational procedures, and establish and improve modern enterprise systems. Second, we should start the trademark registration of "Jiangxi Camellia Oil" as soon as possible, use the brand of "Jiangxi Camellia Oil" uniformly for publicity, improve the market competitiveness, and promote the healthy and sustainable development of the camellia oil industry in the province. Third, it is necessary to strengthen product processing technology innovation, deep processing of tea oil and development of by-products, improve oil yield, extend the industrial chain, and continuously increase the added value of products. Fourth, strengthen product quality supervision to ensure the quality and safety of tea oil. Supervise and urge processing enterprises to further strengthen the awareness of product quality and safety, and truly regard product quality and safety as the life of the industry and enterprises. As soon as possible, we will formulate the technical standards and product quality standards for tea oil processing in our province and improve the product safety inspection system.
(5) Give full play to the supporting role of science and technology. Scientific research departments should complete the research in the existing technical field of Camellia oleifera, and adopt modern technologies such as hybrid breeding, mutation breeding and ploidy breeding to carry out research on improved varieties of Camellia oleifera. Strengthen the research in the field of processing technology and improve the level of deep processing technology.
(6) Summarize typical experience and innovate the development mechanism and mode of Camellia oleifera industry. Correctly handle the relationship between government guidance and market dominance, enterprise benefits and farmers' interests, policy support and social services, and mobilize the enthusiasm of all parties to participate in supporting the development of Camellia oleifera industry. Summarize and promote business management modes such as enterprise-driven, large-scale planting, professional cooperative organization and independent operation, and take the form of holding on-site meetings and organizing study visits to further innovate the development mechanism and promote the healthy and rapid development of camellia oleifera industry.
