According to legend, when Qin Shihuang was in power, there were 100,000 acres of rice fields near Qin Town. One year, there was a severe drought in Guanzhong and there was a shortage of water in the Fenghe River. The government pressed for rice tribute, but the farmers had no choice but to dig wells and irrigate the fields. After a lot of effort, all the food they managed to get was barnyard grass. The quality of the milled rice was too poor to pay tribute to the emperor, and the farmers were afraid of being accused of bullying the emperor. At that time, a farmer, Li Twelve, wetted the newly harvested rice with water, ground it into rice flour, mixed it into a paste, poured it on the retort grate, steamed it, and cut it into strips, which was called rice noodles. After everyone tasted it, everyone was amazed. Li Twelve came to Xianyang with the rice noodles and the people who paid tribute. He offered the noodles diligently and knelt down to ask Long Live to try it. The emperor tasted the rice skin and found it delicious. He praised it highly and ordered that from now on, tributes from Qindu Town would only be rice noodle skin, not rice. Later, Li Twelve passed away on the 23rd of the first lunar month of a certain year. In order to commemorate him, people in Qinzhen area steamed rice noodles and ate them in every household to commemorate this man who had made great contributions to the people.
This kind of rice crust continues to this day and has become a famous snack in Qin Town, Hu County.
