Caofeidian is a national-level economic and technological development zone. It governs four major areas: the industrial zone, the agricultural reclamation zone, the Nanbao Development Zone, and the Caofeidian New City. It has a total area of ??1,943 square kilometers and a total population of 300,000. In 2017, the region’s GDP was 44 billion yuan.

With a fiscal revenue of 11 billion yuan, it is the main front for the construction of Tangshan's "one port and two cities" and a new growth pole for Hebei's coastal economy.

In recent years, our district has attached great importance to the discovery and inheritance of Mazu culture, vigorously developed Mazu cultural tourism, and achieved good results.

1. Attach great importance to and constantly discover cultural value. Mazu Temple, also known as Tianfei Palace, is located in Canshakou Village, Liuzan Town, Caofeidian.

When this village was placed under the jurisdiction of Caofeidian in 2012, Tianfei Palace had only three old bungalows and was in disrepair.

After receiving it, the district publicity and culture department sensitively realized that Caofeidian was born from the sea and prospered from the harbor. Mazu Temple is a symbol of marine culture, and its cultural value cannot be ignored.

The first is to conduct comprehensive research and strive to be realistic.

According to historical records, in the 21st year of the Yuan Dynasty, Kublai Khan, the founder of the Yuan Dynasty, issued an edict to dredge the Luanhe River and open up sea transportation. Merchants from Jiangsu and Zhejiang, as well as grain ships from Fujian and Guangdong, which were rich in rice, bamboo paper, and miscellaneous goods, sailed northward one after another.

After research by experts and scholars, it is inferred that the Mazu Temple in Canshakou was first built in 1284 and has a history of 734 years.

Near the Mazu Temple, ancient wharf ruins from the Yuan Dynasty were discovered; to the east of the village, a group of ancient tombs from the Yuan Dynasty that are rare in northern China were discovered.

Three more sunken ships from the Yuan and Ming dynasties were discovered in the nearby waters; most of the porcelain scattered on the sunken ships salvaged by local fishermen were from the Yuan and Ming dynasties.

All these form a relatively complete chain of evidence.

The second is to strive to be broad in external relations and reference.

In order to clarify the cultural context of Mazu in Caofeidian, we organized relevant personnel to go to Mazu temples in Tianjin, Shandong, Dalian, and to the Mazu temple on Meizhou Island to conduct outreach and participate in Mazu cultural activities in various places.

In the records of Mazu Temple, it is clearly recorded that Canshakou Mazu Temple was there.

We have also contacted Mazu temples at home and abroad in Hong Kong, Macau, Taiwan, Singapore, Malaysia, etc. to carry out New Year blessings together, continue to expand our influence, and integrate into the circle of Mazu cultural friends across the country and the world.

The third is to combine culture and tourism and strive to survive.

We adopt the path of exploring culture while developing tourism and integrating culture and tourism.

In time, the Mazu Cultural Plaza was built in front of the Mazu Temple, the Cansha Ancient Theater Building was rebuilt, and the Shenguitan Scenic Area was expanded to the west of the Mazu Temple.

The entire Mazu Temple changes every year. The entire scenic area has majestic halls and statues of gods, which is spectacular and has initially begun to serve tourists.

Adhering to the concept of "inheriting culture, developing tourism, and promoting economy", we will promote the accelerated development of Mazu cultural tourism industry through multiple channels.

2. Increase investment and continuously improve hardware construction. In order to solve the problem of financial constraints, we adhere to the "four-wheel drive": First, encourage village-level capital investment.

Tangshan Tianfei Tourism Service Co., Ltd. was established to be responsible for the planning, design, construction, consulting, investment, management and operation of Tianfei Palace.

At the beginning, the company's registered capital was only 100,000 yuan. It was a collective company and was jointly funded by the Canshakou Village Committee and the villagers' ***, of which the Canshakou Village Committee accounted for 60% and the Canshakou villagers accounted for 40%.

The company adheres to the new concept of "laying a cultural foundation, integrating culture and tourism, expanding the industry, and operating with debt", and has the courage to take responsibility and start a business.

After several years of development, the company's assets have reached more than 50 million yuan.

The second is the government’s injection of guiding funds.

The Propaganda Department of the District Party Committee, the District Tourism Bureau, and the District Culture, Radio, Television and New Bureau strongly support the Canshakou Mazu Cultural Tourism Zone and provide support every year in the form of cultural industry guidance funds.

Since 2012, Canshakou Mazu Cultural Tourism Scenic Spot has received more than 2.6 million yuan in cultural industry guidance funds, and the district government has injected 20 million yuan in new rural construction funds to create the surrounding environment of the scenic spot.

District transportation, the Elders Promotion Association and other units also support the construction of scenic spots through different channels.

The third is to introduce social capital.

In 2018, Tangshan Dongsheng Group and Tangshan Lishuiquan Tourism Development Co., Ltd. were introduced to plan to invest 150 million yuan to build the Mazu Cultural Tourism Zone Lishui Recreation Project. Taking Mazu culture as the design concept, it will build unique live performances and large-scale light shows.

Build floating restaurants, water sightseeing and entertainment projects, food tasting, etc. to create a tourist area integrating catering, entertainment, vacation, and cultural experience; Tangshan Lishuiquan Tourism Development Co., Ltd. plans to invest 1.011 billion yuan to build Tangshan "Mazu Cultural Tourism Industrial Park"

"Core Area" project, the main construction content is "one temple": Canshakou Mazu Temple; "one garden": Mazu Cultural Experience Park, including the world Mazu cultural and customs experience, Cansha Ancient Town to create one street, one taste, and one style along the way.

Let the ancient wharf of the Yuan Dynasty be brought back to life and recreate the grand occasion of the Maritime Silk Road; "One Village": Canshakou Ancient Village, including characteristic B&Bs, fishermen's entertainment, and Canshakou History Museum; "One Meeting Site": Mazu Culture International Forum

The permanent venue includes the Forum Center, Mazu Cultural Complex, White Mansion and Shanshui Cultural Garden.

The fourth is donations from believers.

Through temple fairs and donations from believers every year, the scenic spot has completed a cumulative investment of more than 135 million yuan.
