Karawei Bay needs to go to Merlot Merlot Garden (the entrance is on the left of the northern section of Route 3). There is a small hole in the lower left corner of the garden. After investigation, you can enter Tonghai Cave, and the lowest exit of the cave can reach Karawei Bay.
