The words "fall short of success" and "fail to succeed", and all previous efforts have been wasted, all imply that all previous efforts were in vain and the final failure was achieved. But falling short has the meaning of leading to failure with only the last bit of effort. The meaning of failure can be understood as merit, merit or effort, while the meaning of failure and failure has no meaning of success.
