On September 2th, 194 (Guangxu 3th), Yinghuashi College established in Japan was established in Yingkou, and on May 5th, 195, Yingkou Business School opened by Japanese was established. On December 11th, 196, the Qing government took over the two schools and merged them into Yingkou Business School. In 197, Yingkou Commercial School was changed to Yingkou Higher Commercial School, and later moved to Fengtian, named Fengtian Secondary Commercial School.

In 1946, Fengtian Provincial Commercial School was accepted as Shenyang Commercial Vocational School of Liaoning Province.
