Regulations of Ruyuan Yao Autonomous County on Tourism Management
article 1 these regulations are formulated in accordance with the provisions of the constitution of the people's Republic of China, the law of the people's Republic of China on regional ethnic autonomy and relevant laws and regulations, and in combination with the actual situation of this autonomous county, in order to protect and rationally develop and utilize tourism resources, strengthen tourism management, standardize tourism management behavior, safeguard the legitimate rights and interests of tourists and tour operators, and promote the development of tourism. Article 2 These Regulations shall apply to the development and utilization of tourism resources, tourism management, participation in tourism activities and supervision and management of the tourism industry within the administrative area of this Autonomous County.

the tourism resources referred to in these regulations refer to natural landscapes, cultural landscapes and folk customs that have ornamental and sightseeing value, can be developed and utilized for the development of tourism, and can generate economic and social benefits.

the tourism industry mentioned in these regulations refers to an industry that uses tourism resources and facilities to attract or receive tourists and provide tourists with comprehensive services such as transportation, sightseeing, accommodation, catering, shopping and entertainment.

the tourism operators mentioned in these regulations refer to legal persons or other economic organizations engaged in tourism business activities according to law. Article 3 The tourism administrative department of the Autonomous County People's Government is the administrative department of the autonomous county tourism industry, and shall supervise and manage the tourism industry according to law.

all relevant departments of the autonomous county shall, within their respective functions and duties, support and cooperate with the tourism administrative departments to supervise and manage the tourism industry according to law. Article 4 Autonomous County People's Government shall incorporate the protection and development of tourism resources into the national economic and social development plan, strengthen the construction of tourism infrastructure, improve the tourism environment, and encourage and support the development of tourism in terms of policies and funds. Fifth Autonomous County People's government to prepare the overall planning of tourism resources development, submitted to the Autonomous County People's Congress Standing Committee for deliberation and approval before implementation.

Article 6 The development of tourism resources must follow the principles of unified planning, rational development, strict protection, outstanding characteristics, scientific management and sustainable development.

Involving religious sites, cultural landscapes, cultural relics, nature reserves and water resources, the project shall be approved by the relevant administrative departments after examination and in accordance with relevant regulations. Article 8 It is forbidden to cut down trees, hunt wild animals, collect various plant specimens, quarry, mine, dig sand, build graves and cite water sources in tourist development zones, protected areas and tourist areas. Ninth Autonomous County tourist attractions are divided into key protected areas and general protected areas.

The key protected areas are: Nanling National Forest Park, Guangdong Grand Canyon, yunmen temple, Nanshui Lake, Taxus Forest Park, Zeqiaoshan Ancient Tombs, Hou Andu Tomb, Tongtianluo Down Cave, Yao Style Garden, Bibei Yaozhai, Wenchang Tower, etc. The general protected areas are: Tianjing Mountain Forest Area, Datan River, Yangxi Reservoir, Jiuzhonglou Forest Park, Huanglong Scenic Area, Xijing Ancient Road, Xianren Bridge, etc.

The specific boundaries between key protected areas and general protected areas shall be determined by the Autonomous County People's Government according to relevant regulations, mountain landform, resource distribution and protection needs.

the construction of various facilities within the protected area must be examined and approved in strict accordance with the relevant laws and regulations of the state. Tenth where in the Autonomous County to invest in the development of tourism resources, the construction of key tourist attractions, scenic spots or engaged in tourism business activities, Autonomous County in accordance with relevant state policies and regulations to give preferential treatment.

The principle of who invests, who benefits, who develops and who protects the tourism resources and develops the tourism industry in Autonomous County shall be implemented. Eleventh Autonomous County People's Government shall encourage and attach importance to the development and utilization of cultural tourism resources with national characteristics, encourage the development of tourism commodities with national characteristics, and broaden the tourism market. Twelfth in the development and construction of scenic spots in Autonomous County, the local residents who provide tourism resources shall be given reasonable compensation by those who develop and utilize tourism resources in accordance with the relevant provisions of the state. Thirteenth units and individuals engaged in tourism services in autonomous counties and set up service projects in tourist attractions must obtain business qualifications according to law before they can operate.

for the tourism projects that are not approved, the tourism administrative department of the autonomous county shall explain the reasons and give a written reply within fifteen days. Fourteenth operators engaged in tourism in autonomous counties must carry out tourism business activities according to law, and their legitimate rights and interests are protected by law, and no unit or individual may infringe upon them. Article 15 Responsibilities of tour operators:

(1) Abide by national laws and regulations, and shall not destroy tourism resources and ecological environment, or engage in activities inconsistent with their business scope;

(2) accept the supervision of the tourism administration department on its service quality, tourism safety, service charges and other business conditions;

(3) publicizing service items, service standards and charging standards, and not deceiving or misleading tourists by any means;

(4) strictly perform the service items and service standards agreed in the contract, and shall not change or cancel the service items or lower the service standards without authorization;

(5) Respect the right of tourists to choose their own goods and services, and do not force tourists to buy goods or accept services;

(6) It is forbidden to transfer business risks to tourists or impose business risks on tourists in an agreed form in the travel contract;

(7) Establish a responsibility system for enterprise safety management, and equip it with necessary safety facilities to ensure the personal and property safety of tourists; Inform tourists of possible dangers in the process of traveling in time; When danger occurs, effective rescue measures should be taken;

(8) Establish enterprise post training system and strengthen professional ethics education and business skills training for employees;

(9) be honest and trustworthy, compete fairly, and not disturb the order of the tourism market in any form.
