They are not disciples of the Buddha. If such people kill and devour each other without stopping, why do you teach them that they can reach the three realms?
People in the world should practice samadhi and abstain from killing. This is called the Tathagata, the first Buddha, the World-Honored One, who has made the second decision to teach pure and clear things.
