The people say it is like a filial son seeing loving relatives, like a hungry man seeing good food; the people are shouting and running away, like a strong crossbow shooting at a deep stream. , if a large amount of water accumulates and the embankment is lost. If the central lord cannot have his own people, how much worse can he be compared to a tyrant?

Therefore, when the righteous soldiers arrive, the lord of the world will not be able to have his people, and his relatives will not be able to restrain his children.
As a leader of the people in the world, there is nothing more important than to cultivate the law but not to practice it, to reward the righteous but punish the unjust. In today's world, most scholars are not interested in attacking. It is not necessary to attack but to save and defend, and to save and defend the country, the so-called technique of maintaining the law but not the law, rewarding the righteous but punishing the unjust will not work. The interests and demerits of the long-term people of the world depend on this theory.
