According to the spirit of the preliminary work promotion meeting for key railway projects in the province on May 19, 2017, it was clarified that the preliminary work of the Dali to Lanping railway project will be led by Dali Prefecture and coordinated by Nujiang Prefecture.

In August 2017, the Dali Prefecture Railway Construction Office determined through public bidding that China Railway No. 2 Institute was responsible for preparing the pre-feasibility study and feasibility study report of this project. Based on the design plan, the expert group evaluated the project's economic volume, route direction, technical standards, transportation organization, technical equipment design principles, construction period, investment estimate and fund raising, economic evaluation and other aspects, and formed evaluation opinions.
