Ankang High-tech Zone and Hanbin District are not at the same level.

Ankang High-tech Zone is a provincial-level development zone approved by Shaanxi Provincial Government in 21 and put on record by the State Council. It consists of Qinba Headquarters Industrial Park, Jiangbei Industrial Park, Small and Medium-sized Industrial Zone and Biotechnology Industrial Park, with a planned total area of 35.78 square kilometers. It is a core demonstration zone for the development of circular economy industry in southern Shaanxi approved by Shaanxi Provincial Government.

hanbin district is the jurisdiction of Ankang city, Shaanxi province, and it is the political, economic, cultural and traffic information center of Ankang city.

To sum up, Ankang High-tech Zone and Hanbin District are not at the same level. Ankang High-tech Zone belongs to prefecture-level region, while Hanbin District belongs to county-level administrative region.
