It is located in the lower reaches of the Huaihe River in the west of Jiangsu Province, on the west side of the central part of the North Jiangsu Plain, within the cities of Huai'an and Suqian, and is the junction of the middle and lower reaches of the Huaihe River.
Originally a group of small shallow lakes, it was called Fuling Lake in ancient times, Pofutang after the Han Dynasty, Hongzepu in the Sui Dynasty, and Hongze Lake in the Tang Dynasty.
After 1128, the Yellow River migrated south through the Sishui River and took the lower reaches of the Huaihe River below Huaiyin to enter the sea. The Huaihe River lost its channel into the sea and accumulated water east of Xuyi. The original small lake expanded into Hongze Lake.
