One of the motivations for the emergence of the Golden Week system was the measures taken to stimulate consumption, boost the domestic economy, and promote domestic tourism in the context of the Southeast Asian financial crisis in 1997. Wu Bihu, director of the Tourism Research and Planning Center of Peking University, believes that consumption, as an important indicator of balanced social and economic development, is closely related to the income level of social groups, and is also inseparable from the update of people's consumption concepts and whether they have sufficient time for consumption. By providing sufficient rest time, it stimulates the Chinese people's economic thinking to change from a simple "accumulation type" to an "accumulation-consumption type", which has the effect of "making a big difference".
The increase in Chinese people’s leisure time has greatly enriched people’s lives. At the same time, people's leisure consumption capacity is also constantly improving, and consumption in catering, shopping, tourism, fitness, entertainment, etc. has increased significantly compared with before. This marks that people are shifting from meeting the basic needs of life to yearning for spiritual life. They are gradually shifting from the traditional production-consumption model to the consumption-production model. People are beginning to move from the stage of limited self-development to a new stage of comprehensive self-development. ■Theme headings: Stimulating consumer blowout pressure and holiday economic profiteering
Golden Week officially started on the National Day in 1999. At that time, the State Council issued a special document, the main purpose of which was to stimulate consumption and boost domestic demand. Due to the National Day and the weather, tourism during the National Day holiday in 1999 was not popular.
Spring is a good time to travel. During the "May Day" Golden Week in 2000, people took advantage of the long holiday and traveled one after another. Most traditional tourist attractions are crowded with people. At that time, the media used the term "blowout" to describe this sudden tourism boom. At that time, our province
The Mount Tai Scenic Area set a record of receiving more than 50,000 people a day. This record has not been broken yet. At stations and scenic spots, people lined up for hours waiting for buses and cableways. It was difficult to buy tickets, book a room, and drive... This situation is still vivid in many people's minds.
The crowds of tourists have put unprecedented pressure on scenic spots, hotels, transportation, restaurants, etc. in all tourist hotspots. As a result, huge profits have been made to rip off customers, and the prices of accommodation and restaurants have doubled. .
Since then, people have been surprised to find that there is so much "gold" in the Golden Week. The media uses "bowl full" to describe the harvest of merchants and "holiday economy" to describe gold. New motivation for the week. Since then, tourist charter flights, special tourist trains, etc. have begun to enter people’s horizons, and more and more people are traveling abroad with passports in hand. It was then that the real craze for mass tourism began. ■Key words: Warm and cold line diversion tourism forecast, holiday tourist attraction capacity dark horse
The concentrated outbreak of passenger flow during the initial Golden Week not only made people see the potential of the tourism industry, but also exposed the reality of the tourism industry on a large scale. Problems and supply and demand bottlenecks, as well as the large number of blind travelers gathering in traditional cultural scenic spots, have brought new challenges to scenic spot management. The crowded tour brings not happiness to many people, but a feeling of suffering. Is this tourism?
The government has taken action. On the one hand, we began to vigorously promote some non-mainstream warm and cold routes. On the other hand, we began to set up holiday offices and launched a tourism forecast system to include hotspots in various places in the monitoring scope. We released dynamic tourism information through the media to regulate the direction of passenger flow at a macro level. , guide tourists to avoid tourist peaks and tourist hot spots. At the same time, the optimal capacity of some scenic spots has begun to be announced. Under this capacity, people's tours are comfortable and the pressure on the scenic spots is within a reasonable range.
Some emerging tourist destinations, especially mountainous tourist attractions with large capacity, have risen rapidly and become the "dark horse" of the market. For example, the popularity of Mengyin Mengshan is an example. Among many forest parks, it was the first to launch the "natural oxygen bar" brand, and the number of tourists received during the Golden Week even exceeded that of Mount Tai. This kind of "dark horse" case is not uncommon in the development process of Golden Week and happens every year. For example, later Jiangbei Water City Liaocheng, Yishui Underground Wonders Tourist Area, Qingdao Underwater World, etc. all took advantage of the golden week's favorable time, place and people to quickly become popular. Golden Week has therefore become the "touchstone" of the scenic spot.
With the development of Golden Week and the attention of all sectors of society on holiday tourism, tourists’ information channels are also increasing, and tourists are becoming more rational in tourism consumption. This effectively alleviated the contradiction between supply and demand for Golden Week tourism.
■Key words: Controversy over the cancellation of paid leave
The government's macro-control objectively plays a role in guiding passenger flow and the market. However, the controversy or doubts accompanying Golden Week have never stopped. Regarding the consumption patterns and institutional arrangements for traveling across the country during the seven-day long holiday, are there more advantages or disadvantages? In this regard, there are two completely different views: one is to retain the Golden Week system, and the other is to cancel Golden Week and replace it with paid vacation. Some public opinions have also given suggestions such as "spreading holidays" and "zoning measures".
But the reality that people face is that although "paid leave" has long been stipulated in principle in law, in actual operations, not many units can actually implement it. For most people, the "paid" and "vacation" leisure method is only a theoretical idea.
The National Holiday Office has fully affirmed the rationality of Golden Week. The relevant person in charge said that many factors such as the small coverage and insufficient implementation of "paid leave", the short weekends and the inability to travel long distances, etc. Under the current situation, public holidays with the basic feature of covering all citizens not only meet the actual needs of the people, but also comply with China’s traditional concept of attaching importance to family, creating conditions for family travel.
Statistics from the tourism department also provide evidence. For example, during the National Day holiday in 2000, our province received 5.092 million tourists, and by the National Day holiday in 2004, the number reached 10.7784 million. The total tourism revenue increased from 2.078 billion yuan, increased to 5.607 billion yuan. Since the implementation of Golden Week, the cumulative number of people traveling across the country has reached 1.07 billion, and the three Golden Weeks each year have shown rapid growth year-on-year; in the more than ten Golden Weeks from the National Day in 2000 to the May Day in 2005, the number of people traveling nationwide has increased significantly. Cumulative tourism revenue reached 429.2 billion yuan.
For the majority of tourists, Golden Week has become an anticipated festival. And paid leave and Golden Week are completely complementary, not antagonistic. ■Key words: Leisure, balance, rationality, self-driving lifestyle, respect for the market
Golden Week has entered its 7th year, and the discussion about the "seven-year itch" of Golden Week has spread. Supporting this view is the fact that travel agencies' Golden Week reception began to suffer from waterloo and was not as good as before.
This is just a small side. It is understood that although the number of tourists received by travel agencies in provincial capitals during the Golden Week has shown a downward trend, this is not enough to show that the Golden Week has lost its charm. This is precisely a more rational and balanced performance of the market.
It is reported that around 1999, there were only about 500 tourist attractions in our province. Currently, according to data held by the Provincial Tourism Bureau, the number of fee-based attractions selling tickets is more than 800. With the ecological, humanistic and The richness of various tourism products such as tourism, fitness, leisure and amusement has greatly increased the market capacity of tourist attractions in the province. Taking Jinan as an example, in just a few years, in addition to the three major scenic spots in the city, there have been more than 40 scenic spots of various sizes in the suburbs of Jinan, forming a rich recreational belt around the city. For scenic spots where there is no charge for entry, the market capacity is even greater than it used to be.
In addition, the way people travel is becoming more and more diversified. The development trend from sightseeing to leisure has begun to appear. More and more tourists are no longer satisfied with hurried and casual travel. For sightseeing trips, we pay more attention to the quality of leisure and prefer to stay in scenic spots for a few more days as a family or with a few friends. The growth of self-driving groups makes the choices of these tourists more flexible, and they do not have to be constrained by traffic conditions like group tourists. The traffic conditions in our province are very convenient, which also increases the market capacity to a certain extent.
Relevant people from the Holiday Office of the Shandong Provincial Tourism Bureau believe that the development of the Golden Week has made tourism truly a way of life for people. Although it is accompanied by controversy, it has become inseparable from people's lives. In the development process of the Golden Week from disorder to balanced rationality, the regulatory role of the market itself cannot be ignored. As long as we respect the laws of the market and put tourists first, the development of Golden Week will get better and better.
According to Shen Danyang, spokesperson of the Ministry of Commerce, during the National Day Golden Week in 2015, the national consumer market was prosperous and stable, sales maintained steady and rapid growth, traditional consumption was upgraded, and emerging consumption was booming. Mass consumption, information consumption, green consumption, tourism and leisure, culture, sports and entertainment, etc. have become the highlights of holiday consumption. Consumption is accelerating from focusing on quantitative satisfaction to pursuing quality improvement, and from material commodity consumption to more service consumption.
There are many highlights in product sales. Seasonal clothing, shoes and hats, gold and silver jewelry, household appliances, information products, new energy vehicles and other commodities are selling well, and the trend of consumption structure upgrading is obvious. New autumn and winter clothing are on the market one after another, and sales are growing rapidly; the National Day "wedding season" leads to a sales boom in home appliances, and smart and energy-saving products are more popular; the effects of new automobile consumption policies are beginning to appear, with new energy vehicles and small-displacement vehicles being particularly popular , Beijing Asian Games Village car market sales increased by more than 20% year-on-year, and some new energy vehicles were sold out.
Public catering continues to be prosperous. New catering consumption models such as gourmet group buying, online ordering, and semi-finished product customization are very popular. Some traditional catering companies have joined hands with takeout platforms to launch meal delivery services, allowing citizens to enjoy delicious food without leaving home. The operating income of key catering companies in Jiangsu, Inner Mongolia, Hubei, Henan, Xinjiang and other places increased by 17.6%, 15.7%, 14.5%, 14.3% and 14.1% respectively year-on-year.
Culture and leisure are widely popular. Ways to celebrate the festival such as traveling, watching movies, watching exhibitions, reading, and exercising are becoming more and more popular among the people. Healthy and leisure activities are popular among the public. Cinemas across the country are extremely popular, and many museums, science and technology museums, and exhibition halls have specially set up special exhibitions and special exhibitions for the Golden Week, which are welcomed by the majority of visitors. Article 7 These Measures shall come into effect from the date of promulgation. On November 9, 2007, the National Development and Reform Commission announced a new adjustment plan for national statutory holidays. The main contents of the adjustment include:
1. The total number of national statutory holidays will be increased by one day, that is, from the current 10 days to 11 days.
2. Adjust the schedule of national statutory holidays: the 1-day New Year's Day holiday remains unchanged; the 3-day Spring Festival holiday remains unchanged, but the starting time of the holiday is adjusted from the first day of the first lunar month to New Year's Eve; "May Day" "International Labor Day is adjusted from 3 days to 1 day, reducing by 2 days; the National Day holiday of National Day remains unchanged for 3 days; Tomb-Sweeping Day, Dragon Boat Festival, and Mid-Autumn Festival are added as national statutory holidays, with 1 day of holiday each (if the lunar festival falls in a leap month, Take the first month as the holiday).
3. Weekends are allowed to move up and down, forming consecutive holidays with legal holidays. Host: Canceling May Day is just the first step in the reform of Golden Week, right?
Cai Jiming: I personally think so. The plan we proposed is to also cancel the National Day Golden Week.
Host: In your opinion, can the first two of the three golden weeks of May Day, National Day and Spring Festival be cancelled?
Cai Jiming: Yes, only the Spring Festival retains greater significance, because it is a folk festival left over from thousands of years. There are many things to do during the Spring Festival, and there are many cultural connotations and national traditions. It is very meaningful. Like May Day and National Day, people have nothing else to do except travel and buy things. On the contrary, the political meaning of the festival itself is downplayed.
Moderator: What is the reason for canceling the May Day holiday in the first place this time? Is it because of the National Day that we still keep "October 1" for the time being?
Cai Jiming: I don’t know what the National Development and Reform Commission’s reason is for this. Ordinarily, there is not much difference between the two festivals.
Moderator: Is the plan proposed by the research team clear?
Cai Jiming: The plan we proposed is to cancel two ("May Day" and "National Day") at the same time. We did not say which one should be canceled first and which one later. It is not very reasonable to say "National Day", especially for students in universities, middle schools and primary schools. The summer vacation has just ended. Some schools even started school in mid-September. They have just had two weeks of classes and will have another holiday soon. Your mind will become impetuous, which is very detrimental to your studies.
Reviving traditional festivals will help restore traditional culture
Moderator: Do the members of the research team all have an economics background? Do you have any other academic background?
Cai Jiming: Most of them are PhDs and professors in economics. We have recently recruited a history professor who is engaged in folklore research and traditional festival research. He is Professor Liu Xiaofeng from the History Department of Tsinghua University.
Moderator: The abolition of Golden Week has always been controversial. Do the members of the research team mainly hold the view of abolition?
Cai Jiming: Of course, our views are completely consistent. It can be said that they all coincide. It's not that I'm a mentor, I'm the person in charge of the subject. I impose my opinions on others, and everyone seems to naturally form a consensus after discussing it. This is affected by the environment around us, and the calls we hear are basically consistent with the plans we propose.
Of course, it is not ruled out that a few people have reservations about canceling the Golden Week. There are even some scholars who believe that turning traditional festivals into legal holidays can promote the traditional culture of the Chinese nation. This is a bit too much to expect. High, or unrealistic, they believe that basic education is still needed.
In fact, we did not say that the restoration of traditional festivals will restore the entire traditional culture. We only said that it "helps", and the effect is very great.
Personal experience: Golden Week is a "suffering week"
(View PK: Wang Yanyong: The negative effects of Golden Week have been minimized)
Host: How do you usually spend the "Golden Week"?
Cai Jiming: Personally, not only during Golden Week, but also during any holiday, if I am not on business, I will do research at home.
When I traveled during the first Golden Week, I went to Mount Tai. At that time, I felt that Golden Week was a "suffering week". Since then, I have never gone out again.
Someone reminded me that you are a professor and you have winter and summer vacations. It seems that "it doesn't hurt to stand and talk." They may not understand the situation, and not all professors are like this.
In fact, the "National Day" Golden Week can be completely cancelled, the National Day holiday will be changed to one day, and the Lantern Festival and Double Ninth Festival holidays will be added. Please note that the Mid-Autumn Festival and Double Ninth Festival are not fixed on a certain day, but intersect with the National Day. It is completely possible to have consecutive holidays, 1 day for Mid-Autumn Festival or Double Ninth Festival, 1 day for National Day, plus 2 Saturdays and Sundays, for a total of 6 days. The following is a list of the National Day, Mid-Autumn Festival and Double Ninth Festival holidays from 2015 to 2030:
2015: Mid-Autumn Festival on September 27, holidays from September 27 to October 2;
2016: The Double Ninth Festival is on October 9, and the holiday is from October 1 to October 3;
2017: The Mid-Autumn Festival is on October 4, and the holiday is from October 1 to October 6;
2018: Mid-Autumn Festival on September 24, holidays from October 1 to October 3;
2019: Double Ninth Festival on October 7, October 1- Holiday on October 7th;
2020: Mid-Autumn Festival on October 1st, holidays from October 1st to October 6th;
2021: Mid-Autumn Festival on September 21st , holiday from October 1st to October 3rd;
2022: Double Ninth Festival on October 4th, holiday from October 1st to October 6th;
2023: The Mid-Autumn Festival is on September 29, and the holidays are from September 29 to October 4;
2024: The Mid-Autumn Festival is on September 17, and the holidays are from October 1 to October 3;
2025: Mid-Autumn Festival is on October 6, with holidays from October 1 to October 6;
2026: Mid-Autumn Festival is on September 25, with holidays from September 25 to October 1 Holiday;
2027: Double Ninth Festival on October 8th, holidays from October 1st to October 3rd;
2028: Mid-Autumn Festival on October 3rd, October 1st Holidays from Sunday to October 6;
2029: Mid-Autumn Festival on September 22, holidays from October 1 to October 3;
2030: Double Ninth Festival in October 5th, holiday from October 1st to October 6th.
It can be seen that in most of these 19 years, you can take 6 days of vacation. In 2019 and 2026, you can take 7 days of vacation. Only in 2013, 2016, 2018, 2021, 2024, 2027, and 2029 due to The Mid-Autumn Festival, Double Ninth Festival and National Day are far apart, so there are three days of holiday.
(8 days of leave are also available in 2018 and 2027)
