Chapter 1 General Provisions Article 1 In order to strengthen the safety management of large-scale mass activities, protect the personal and property safety of citizens, maintain social order and ensure public safety, and promote economic and social development, according to the Regulations on the Safety Management of Large-scale Mass Activities

Article 2 These Measures shall apply to the safety management of large-scale mass activities within the administrative region of this province.

The term "large-scale mass activities" as mentioned in these Measures refers to the following activities held by legal persons or unincorporated organizations for the public, with an expected number of participants of more than 1,000 per session: (1) Sports competitions; (2) Concerts, concerts, etc.

Literary and artistic performances; (3) exhibitions, sales, exchange meetings, etc.; (4) garden tours, lantern festivals, temple fairs, flower shows, fireworks shows, food festivals, etc.; (5) job fairs, promotion meetings, lottery sales, etc.; (6) public welfare

Charity; (7) Other large-scale mass activities involving public security.

Activities held within the daily scale and business scope of theaters, concert halls, parks, scenic spots, entertainment venues, museums, religious venues, etc. shall be carried out in accordance with relevant laws and regulations.

Article 3 The safety management of large-scale mass activities follows the principles of safety first, prevention first, and comprehensive management, and adheres to the principles of organizer responsibility, government supervision, and professional operation.

Article 4 People's governments at or above the county level shall strengthen leadership in the safety management of large-scale mass activities within their respective administrative regions, establish a coordination mechanism for discussions, promote information sharing and law enforcement linkage between various departments, and coordinate the resolution of large-scale mass activities.

Major issues in safety management.

Article 5 The public security organs of the people's governments at or above the county level are responsible for the safety management of large-scale mass activities, and provide guidance, supervision and inspection of the safety work of large-scale mass activities.

Relevant departments of the people's governments at or above the county level are responsible for safety work related to large-scale mass activities in accordance with their respective responsibilities.

Article 6: People's governments at all levels and relevant departments of people's governments at or above the county level shall adopt various forms to publicize relevant laws and regulations on the safety management of large-scale mass activities, and improve the safety awareness and capabilities of natural persons, legal persons and unincorporated organizations.

Chapter 2 Safety Responsibilities Article 7 The organizers of large-scale mass activities (hereinafter referred to as the organizers) are responsible for the safety of the activities they undertake, and their main person in charge is the person responsible for the safety of large-scale mass activities.

If two or more organizers jointly host large-scale mass activities, they must sign a joint hosting agreement.

The joint undertaking agreement shall include the safety responsibilities of the main undertaker and other co-undertakers, as well as the division of safety responsibilities, safety inspections, and accountability.

Article 8 The undertaker shall perform safety duties and be specifically responsible for the following safety matters: (1) Based on the risk factors and needs of the activity, entrust a safety risk assessment agency to conduct safety risk prediction or safety risk assessment, formulate safety work plans, establish and

(9) Promptly dissuade and stop behaviors that impede the safety of activities, and promptly report illegal and criminal activities to the public security organs; (10) Have the material and financial conditions required for the security work of large-scale mass activities; (11) Required by laws and regulations

Other security work responsibilities related to large-scale mass events.

Organizers are encouraged to purchase commercial insurance such as public liability insurance based on the content, scale, risks, etc. of the event.

Article 9: For large-scale mass activities organized by relevant departments designated by the people's governments at or above the county level, the organizer shall solicit the opinions of the public security organs at the same level when formulating a safety work plan.
