Jilin Provincial Department of Land and Resources

Jilin Province is rich in natural drinking mineral water (hereinafter referred to as mineral water), especially in Changbai Mountain area, which occupies an important position in the country and even in the world. Well-known experts at home and abroad rank the European Alps, Russian Caucasus Mountain and Changbai Mountain in China as the three major mineral water producing areas in the world. Over the years, under the care and guidance of the Ministry of Land and Resources and the provincial government, combined with the resource characteristics and reality of Jilin Province, with the theme of promoting industrial development and serving the economy and society, the Department of Land and Resources has carried out a lot of work in the management of mineral water resources exploration, development and protection, and achieved excellent results.

1. exploration and evaluation of mineral water sources

in recent ten years, by striving for national funds, local investment and absorbing social funds of nearly 3 million yuan, special investigation and exploration and evaluation of mineral water resources have been carried out in the whole province, especially in Changbai Mountain area, and the formation conditions, distribution laws and dynamic characteristics of mineral water resources in the whole province have been basically found out, which has laid a good foundation for the development and protection of mineral water resources. By the end of 211, there were more than 39 mineral water sources in the province that had been explored, evaluated and passed technical appraisal, with a total allowable mining capacity of more than 4, tons per day, ranking first in the country, with a potential value exceeding 1 billion yuan.

II. Protection of Mineral Water Resources

After the establishment of the Provincial Department of Land and Resources in p>2, it took the lead in the protection of mineral water resources in China: First, according to the relevant national standards, it supervised the development enterprises to delimit protected areas around water sources for protection; The second is to delimit protected areas and set up protection institutions to protect the concentrated distribution areas of mineral water. In 21, with the approval of the provincial government, the first provincial-level mineral water protection zone in China, namely the Jingyu Natural Mineral Water Protection Zone in Changbai Mountain (Figure 1), was established. After more than ten years of operation, it showed the advantages of coordinated development of ecological environment and economic benefits. In recent years, famous enterprise groups such as Master Kong, Golden Drink (Wutai Group), Nongfu Spring and Wahaha Group have settled in Jingyu Mineral Water Source Protection Zone to develop mineral water resources. At present, the output of mineral spring drinks in Jingyu County reaches more than 5, tons every year, with an output value of more than 6 million yuan and taxes of more than 4 million yuan, accounting for about a quarter of the fiscal revenue of Jingyu County. The successful operation of Jingyu Mineral Water Reserve has created a good model and set an example for the development and protection of mineral water resources in Changbai Mountain, Jilin Province. In order to fully realize the protection of mineral water resources in the main mineral water enrichment areas in Changbai Mountain, Jilin Province plans to establish mineral water source protection areas in Fusong, Huinan and Antu, and the application materials have been submitted to the provincial government for approval.

III. Formulation of Changbai Mountain Mineral Water Standard

In p>21, Jilin Province sent a delegation to Europe to inspect mineral water. In September, 23, internationally renowned mineral water experts were invited to investigate in Jilin Province, and according to the instructions of the provincial government leaders, Professor Kussmaul, a German expert, was specially hired as mineral water consultant in Jilin Province. From 24 to 25, with the consent of the provincial government, the Department of Land and Resources invested more than 2 million yuan to entrust Fresenius Institute, a European authority, to test and evaluate the mineral water in Changbai Mountain, and all the indicators met the European standards.

in order to reflect the quality and importance of Changbai mountain mineral water, in 25, the Department of Land and Resources, together with the Provincial Bureau of Quality and Technical Supervision, organized and formulated the Changbai mountain mineral water standard which is higher than the current national standard and is in line with the European Union standard and German standard. In June 26, the national quality and technical supervision department officially approved the national standard "Natural Mineral Water for Drinking in Changbai Mountain, Jilin Province" (GB2349—26).

iv. development management and investment attraction

in order to gradually realize the scale development of mineral water resources in Changbai mountain area, since 24, the Department of Land and Resources has restricted the examination and approval of newly-built mineral water enterprises with an annual output of less than 5, tons, gradually integrated the resource development of small mineral water enterprises, and focused on supporting development projects with an annual output of more than 1, tons. At present, the province's mineral water enterprises have been integrated from 8 to nearly 6, with an annual output of over one million tons and an annual creation value of several billion yuan, initially forming a pattern of mineral water development in Changbai Mountain, creating a famous brand of "Quanyangquan" in China, and promoting the development of local economy (Figure 2). At the same time, the Department of Land and Resources actively supports and guides local governments in attracting investment and has made substantial progress. After Wahaha, Nongfu Spring, Master Kong, Golden Drink (Wutai Group), South Korea's NAPIA and other large enterprise groups settled in Changbai Mountain area, famous enterprises such as French Danone, Jinmailang, Taiwan Province Uni-President Group, Asia Fuheng, Tianjin Tianlis, Jiangsu Qunying Group, Beijing Dadi Yuantong and Dalian Wanda Group went to Changbai Mountain area in Jilin Province to choose mineral water sources, and discussed the development issues with the local government.

V. Strengthening the legal system construction

According to the needs of practice and development for many years, in February 26, the Department of Land and Resources carried out the legislative work of revising the provincial government regulations "Measures for the Administration of Drinking Natural Mineral Water Resources in Jilin Province" (hereinafter referred to as the "Regulations"), and on January 12, 27, the province. The promulgation of the "Regulations" makes the exploration, development and protection of mineral water resources have laws to follow, which is of great significance to promoting and developing mineral water industry.

VI. Intensify the promotion of Changbai Mountain mineral water

In order to improve the popularity of Changbai Mountain mineral water, promote resource development and attract investment, in recent years, Jilin Provincial Department of Land and Resources has taken various forms to focus on the promotion of Changbai Mountain mineral water by commemorating the World Earth Day, Baishan International Mineral Water Festival and Northeast Asia Investment and Trade Expo. In 26, three large-scale advertising billboards were set up at the gate of Changbai Mountain and on major highways. In 28, Jilin Provincial Department of Land and Resources invested more than 1 million yuan to produce and broadcast public service advertisements of Changbai Mountain natural mineral water on Central Channel 1, 4 and news channels for three consecutive months, which received good results.
