1. Buyers who meet the purchase conditions should fill in a written application.

2. According to the written application form filled in by the purchaser, the county agricultural machinery bureaus input the basic information of the purchaser (name, ID number, address and zip code), the equipment to be purchased and other related information into the system, and upload the purchaser's ID card and my photo to the information system on the spot.

3. The county-level agricultural machinery bureau will report the purchase application information to the provincial and municipal agricultural machinery bureaus for publicity and approval from time to time (the publicity period is 5 days).

8. If the provincial and municipal agricultural machinery bureaus verify the purchase situation, the dealers can apply to the provincial bureau for settlement through the purchase subsidy information system, and print the settlement information.

Subsidized machines and subsidy standards

(a) the range of machines and tools subsidized by the central financial funds. According to the needs of national agricultural development and national industrial policies, and on the basis of fully considering the regional differences among provinces and the reality of agricultural mechanization, the Ministry of Agriculture has determined the types of machinery subsidized by the central financial funds as follows: tillage and land preparation machinery, planting and fertilization machinery, field management machinery, harvesting machinery, post-harvest processing machinery, primary processing machinery for agricultural products, irrigation and drainage machinery, animal husbandry and aquaculture machinery, power machinery, farmland capital construction machinery, facility agricultural equipment and other machinery.

Walking tractors are only subsidized in schistosomiasis control areas and hilly areas. Corn and wheat combine harvesters are subsidized separately according to wheat combine harvesters and separate corn harvesting header.

(2) Determination of subsidized machines and tools. According to local conditions, all provinces should select some projects that are in urgent need of agricultural production and farmers' needs from the 175 items determined by the Ministry of Agriculture to be included in the category of central financial subsidies for machines and tools. Machines and tools with lower prices may not be included in the scope of subsidies. The competent department of agricultural mechanization at the county level shall not arbitrarily narrow the scope of subsidized machines and tools, and the number of annual subsidy projects in the province shall be consistent. The central financial subsidy for the purchase of agricultural machinery is fixed, that is, the same type and grade of agricultural machinery are subject to a unified subsidy standard in the province. The maximum subsidy for general agricultural machinery products is determined by the Ministry of Agriculture; Subsidies for non-general agricultural machinery products are determined by the provinces themselves, and neighboring provinces should strengthen communication and coordination to prevent the gap between subsidies for similar products from being too large. Subsidies for agricultural machinery products at all levels shall be calculated at no more than 30% of the average selling price of this product in the past three years, and the proportion of subsidies for planting and plant protection of major crops in key areas of schistosomiasis control shall not exceed 50%. Determination of subsidy object and distributor

The subsidy targets are farmers and herdsmen, farm (forest farm) workers and agricultural production and operation organizations engaged in agricultural machinery operations that are included in the scope of implementation and meet the subsidy conditions. When the number of people applying for subsidies exceeds the planned target, the subsidy target should be determined by public lottery and other ways that are easy for farmers to accept in accordance with the principles of fairness, justice and openness.
