First, support objects and conditions

Anyone who is studying in a secondary or higher vocational college and has registered as a full-time official student can enjoy student financial assistance during the school period (including internship). Students who drop out of school or retain their school status are not included in the scope of support. The stable poor households marked in the system do not enjoy this subsidy policy.

Second, support methods and subsidy standards

(1) embodiment. Eligible recipients, no matter where they study, will be directly distributed to students' families through the "one-card (discount) direct subsidy to households" after the qualification examination by the rural revitalization department where the household registration is located.

(2) subsidy standards. Each student will receive a subsidy of 3,000 yuan per academic year, which will be distributed in autumn semester and spring semester, each semester 1.500 yuan.

Third, the working procedure.

(1) application procedures. For the first time to apply for the "Rain and Dew Plan" funding policy, in principle, starting from the autumn semester of that year, students themselves or their family members voluntarily submit a written application to their administrative villages (communities), fill out the "Application Form for Rain and Dew Plan in XX County (city, district)" (see annex), and review it according to "family declaration, village-level initial nuclear publicity, township preliminary publicity, county-level education and human society departments".

(2) workflow. In principle, all localities should take the information marked in the national system as the basis for granting subsidies and make up as much as possible. County-level rural revitalization departments obtain information from the national system, prepare forms according to townships and villages, and distribute them to townships and administrative villages (communities). The village level verifies the student status and whether the students are studying one by one. The village level "binds" a certificate in the form of a list (with official seal), and reports it to the county-level rural revitalization department for approval and then directly supplements it to the household.

(3) Time node. In principle, the work should be carried out on the basis of the time marked by the national system. Spring semester: the verification (declaration) time is from March to May, and the verification will be completed before June 15, and the subsidy will be in place before the end of June; Autumn semester: the verification (declaration) time is September-June165438+1October, all verification will be completed before June 65438+February 65438+May, and the subsidy will be in place before February 65438+the end of February. Support object should meet the following two conditions at the same time:

(a) Families out of poverty (including monitoring families). In principle, the information data of poor households and monitoring households in the National Anti-poverty Monitoring Information System shall prevail. My household registration moved out of the local area (secondary and higher vocational students whose household registration moved into the school) and enjoyed the funding policy of "Rain and Dew Plan" equally.

(2) Children receive secondary and higher vocational education at school. Full-time students in ordinary middle schools, adult middle schools, vocational high schools and technical colleges who receive secondary vocational education; Full-time students in higher vocational education. In principle, the confirmation of students' status in secondary vocational schools is based on the information data of the Ministry of Education and Ministry of Human Resources and Social Security's student status management system, and the confirmation of students' status in higher vocational schools is based on the data of China Higher Education Student Information Network. Students' families who have enjoyed the subsidy policy of "Rain and Dew Plan" last semester and have not completed vocational education will continue to enjoy the subsidy policy until graduation. Families of students who drop out of school or drop out of school no longer enjoy the subsidy policy.
