5. When the floating foam is almost caught, add the soaked and washed kelp and boil it again. Then turn the heat down and add carrot slices. Under normal circumstances, kelp is cooked in a few minutes. The pressure cooker should stew for at least two hours, and the delicious beef brisket and radish soup will be ready.
