Xinhua News Agency, Beijing, May 5 (Xinhua) the State Council recently issued the "Salt Industry System Reform Plan" (hereinafter referred to as the "Plan"), which made an overall arrangement for promoting the salt industry system reform and defined the guiding ideology, basic principles and main tasks of the reform.
The "Proposal" emphasizes that to promote the reform of the salt industry system, we must follow the basic principles of highlighting salt safety, releasing market vitality, paying attention to overall planning, and adhering to the rule of law. Focusing on ensuring salt quality and supply safety, we will promote supply-side structural reform, innovate management methods, improve salt reserves, strictly supervise the market, establish a market environment with fair competition and supervision in place, and gradually form a salt industry that conforms to China's national conditions.
The "Proposal" proposes to promote four reforms on the basis of improving the salt monopoly system: First, reform the regional restrictions on salt production and wholesale. Cancel the regulation that the fixed-point salt production enterprises can only sell to the fixed-point wholesale enterprises, allow the production enterprises to enter the field of circulation and sales, independently determine the quantity of production and sales and establish sales channels, carry out cross-regional operation with independent brands, and realize the integration of production and sales. Cancel the regulation that salt wholesale enterprises can only sell within the designated scope, and allow them to buy salt from designated salt production enterprises to carry out cross-regional operations. Provincial salt wholesale enterprises can carry out inter-provincial operations, and salt wholesale enterprises below the provincial level can carry out operations within provinces (autonomous regions and municipalities). The second is to reform the government pricing mechanism of salt. Liberalizing the ex-factory, wholesale and retail prices of salt shall be determined independently by enterprises according to factors such as production and operation costs, salt quality and market supply and demand. The third is to reform the management of industrial salt transportation and marketing. Cancel the filing system and quasi-transportation permit system for industrial salt of two alkalis set up by local governments, cancel all kinds of restrictions on small industrial salt and salt products entering the market, and liberalize the market and price of small industrial salt and salt products. The fourth is to reform the salt reserve system. Establish a whole social salt reserve system consisting of government reserves and corporate social responsibility reserves to ensure the safe supply of salt and primary iodine in the event of natural disasters and emergencies. The government reserve is not less than the salt consumption of this province (autonomous region, municipality) 1 month, and the enterprise reserve is not less than the average sales volume under normal circumstances 1 month. Enterprises are encouraged to establish social responsibility reserves at their own expense on the basis of the minimum inventory.
The "Proposal" requires that salt safety should be the first principle that must be implemented in the reform of the salt industry system, strengthen the professional supervision of salt, improve the legal and regulatory system of salt industry, and ensure the safety of salt supply from the aspects of strictly regulating the qualifications of salt production and wholesale enterprises, accelerating the construction of credit system, strengthening scientific iodine supplementation, strengthening the construction of emergency mechanism, and promoting salt enterprises to become better and stronger.
The "Plan" clearly states that from 20 17 65438+ 10/day, the price of all salt products will be liberalized, the salt transportation permit will be cancelled, the existing fixed-point salt production enterprises will be allowed to enter the field of circulation and sales, and salt wholesale enterprises can carry out cross-regional operations. From 20 18 1, existing fixed-point salt production enterprises and wholesale enterprises can apply for licenses in accordance with the new regulations and engage in corresponding business activities according to the scope of licenses.
