According to authoritative surveys, the number of “left-behind children” in rural China currently exceeds 58 million. 57.2% of the left-behind children have one parent moving out, and 42.8% of the left-behind children have both parents moving away. 79.9% of left-behind children are raised by grandparents, 13% are entrusted to relatives or friends, and 7.3% are unsupervised or unsupervised. The opening and expansion of rural kindergartens are expected to benefit more than 10,000 rural left-behind children.
The rural children's garden project will be an open public welfare platform. Currently, two pilot projects have been selected for the rural children’s kindergarten project in Guizhou and Guangxi. One is Yanjiang Primary School in Qiping Village, Tianqiao Township, Fenggang County, Guizhou Province. This primary school originally had a kindergarten class with 22 students, 10 of whom were left-behind children. Because preschool education is not compulsory education and there is no funding, students need to pay a tuition fee of 250 yuan per semester. This class is taught by a very dedicated 51-year-old substitute teacher with a monthly salary of 700 yuan. The tuition fees paid by students are not enough to pay teachers’ salaries. After the rural children's kindergarten is opened, it is expected that the number of admissions will increase next semester because it is free, and teachers' salaries and teaching equipment will be improved.
Another pilot project is Lu'an Village, Lu'an Town, Laibin Xincheng, Guangxi. Xincheng is a nationally impoverished county. There are 110 preschool children in Lu'an Village, including 75 left-behind children. The village has 2,360 people in 532 households, 24 natural villages, 27 villager groups, and 52 party members. Materials submitted by the village committee showed that there had been no collective petitions since 2002. But it still cannot change the passive situation of poverty and backwardness. The primary school in the village has been merged into the township central school, and students have to walk two to three hours on mountain roads every day to go to school. Many parents hope that the government will provide them with the opportunity to open a kindergarten in the village soon. As a result, they came to the country kindergarten.
